Afghanistan is one of the world’s most complex emergencies and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic, and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace, and Security.

Under the supervision of the of the Partnerships and Resource Mobilization Specialist, the Partnerships & Resource Mobilization Analyst will provide technical support to the development and coordination of UN Women’s strategic partnerships and relationships, identify and implement partnerships and resource mobilization initiatives, coordinate the development of new programme proposals across programme teams and support the development of knowledge products for strengthening donors’ engagament and visibility.

Duties and Responsibilities

 1. Contribute to the development and management of UN Women’s strategic partnerships with donors in Afghanistan

  • Provide substantive technical inputs to develop new partnerships, maintain existing partnerships, and to position the Country Office with potential donors.
  • Set and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships.
  • Provide strategic advice to the Country Offices and facilitate partner and donor engagements through different working groups with a particular focus on supporting Afghanistan Donors Coordination Group and the Strategic Thematic Group on Gender and Human Rights (STWG- Gender & Human Rights), in line with the overall partnerships’ engagement strategy.
  • Coordinate relationships with key partners/donors; provide technical inputs to inform efforts to develop new and innovative partnerships.
  • Provide substantive technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes;
  • Populate, update, and maintain UN Women internal systems and tools for the monitoring of resource mobilization opportunities, partner-specific Framework Arrangements, and Cost Sharing Agreements, ensure data and documentation are uploaded; and timely action on extension/closure of agreements are taken.
  • Provide technical support to the Partnerships and Resource Mobilization Specialist as well as to and Senior Management in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;

2. Facilitate the implementation of the Afghanistan Country Office Resource Mobilization Strategy & Initiatives:

  • Support the development and implementation of differentiated donor fund-raising strategies, aligned, and coordinated with the Country Office’s programme initiatives and outreach activities.
  • Support in the development of targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding.
  • In close collaboration with the Programme Units, provide technical and coordination support to the development of project proposals in line with UN Women’s overall programming approach and strategy in Afghanistan.
  • Develop a prospective donor profile database and lead ad-hoc donor studies, research, donor intelligence and other activities to support in the identification of funding opportunities; support in updating the resources mobilization strategy as needs emerge.
  • Identify opportunities to secure additional non-core resources.

3. Contribute to the submission of high quality and timely reports to Donors:

  • Provide technical support and quality assurance to programme managers on the preparation of high quality and timely donor reports in coordination with the Monitoring and Reporting to ensure results-based reports and external constituencies.

4.Contribute to knowledge building and sharing and support advocacy efforts

  • Support the Country Office on the design and implementation of effective advocacy strategies methods and knowledge products for proactive and strategic targeting of partners and donors and to effectively position UN Women in the country.
  • Share knowledge and enhance organizational learning across Un Women Country Office through the development and use of on-line tools, templates, tips, mechanisms, and guidelines.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of professional work experience in partnership/donors’ relations, communications, or advocacy.
  • Solid experience in gender equality and women's empowerment is required.
  • Solid experience working international organizations and donors is required.
  • Solid experience working in the UN system is required.
  • Experience working in a complex humanitarian context is desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
