Description

Blumont is a global organization working with local communities to design and implement innovative approaches to building infrastructure, delivering lifesaving humanitarian assistance, and bridging the gap from early recovery through long-term stability and development. Blumont serves underserved populations, refugees, internally displaced persons, victims of conflict, and tackles development challenges through programming tailored to local contexts and needs in order to empower communities from relief and recovery to sustainable resilience.  

This position will be based in Bamako, Mali to support an anticipated USAID funded program.  

Job Description: 

The anticipated 5-year program is funded by U.S. Agency for International Development (USAID). The goal of the program is to support strengthening local governance and civil society. 

The Governance Specialist will be responsible for collaborating with local government actors to improve local government resource mobilization, build the capacity of local governments for management and investment, and support policy reform for further fiscal decentralization.  

Malian Nationals are encouraged to apply.  

Qualifications and Skills: 

  • Bachelor’s degree in social sciences, public administration, public financial management, or otherwise related to the scope of work 

  • At least 10 years of demonstrated technical expertise in local governance including in Mali or similar contexts.  

  • At least 5 years of demonstrated experience in a technical leadership position  

  • Fluency in French is a requirement, English is preferred
