Description

The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Kyiv, Ukraine, with frequent travel to project locations in the country.

Alliance 2015 members Welthungerhilfe (WHH) and Concern Worldwide have been working together in Ukraine since February 2022, using their combined resources and reach to ensure a quick and effective emergency response to assist the crisis-affected populations. This response, known as JERU (Joint Emergency Response Ukraine), is working to support conflict affected people under the operational leadership of WHH. As Head of Logistics, you will be responsible for the accurate and high quality functioning of logistic systems according to internal WHH and donor regulations.

Your responsibilities

  • Develop and improve existing 

    • procurement

    • inventory and asset management

    • fleet management

    • and facility (warehouse, office, guesthouse) management systems of the mission to ensure high quality and efficient service provision to other departments

  • Ensure that all systems and users of the systems adhere to WHH and donor (ECHO, AA, BMZ, OCHA, BHA) compliance standards

  • Lead the digitalization of the logistics systems, identify improvement needs and suggest solutions

  • Ensure that for running programatic and operational costs of the missoin framework agreements are established and oversee the management of these framework agreements

  • Regularly update Head of Programs on stock levels of aid materials and implementation of project procurement plans, provide guidance for stock replenishment and timely implementation of procurement plans

  • Hold regular and structured exchanges with Head of Finance and ensure all archives managed by logistics are readily available for tax reporting, inspections and audits

  • Ensure proper planning and processing of purchases, storage, transportation, distribution and use of funds, incl. documentation in accordance with WHH standards and the respective specifications and requirements of the project and co-financers

  • Support the programs department in determining the financial and material requirements of projects, ensuring that all logistical aspects are considered in project designs and that each project has an approved and functioning procurement plan

  • Contribute to the preparation of regular reports on project progress and developments on the ground as required

  • Manage the logistics department staff members keeping a healthy working environment within the team, mentor and train logistic department staff member in all aspects of supply chain management, ensure in coordination with HR department that career development plans are followed up

  • Attend logistics cluster meetings to ensure

    • JERU is represented in all logistics cluster or other logistics related coordination efforts

    • JERU is informed of logistical challenges and developments in Ukraine

    • JERU is a part of joint efforts to solve humanitarian logistical challenges in the country

Your profile

  • A university or college degree in humanitarian logistics, development cooperation/humanitarian aid or qualifications that are commensurate with this position

  • At least 5 years of job related working experience (regional working experience is an asset)

  • At least 2 years of experience as Head of Logistics or equivalent in a humanitarian context with an INGO

  • AA, ECHO, BHA, DEC, BMZ donor experience would be an asset

  • Humanitarian specialization in Bioforce, NoHA, or similar would be an asset

  • Ability to travel to and within Ukraine at short notice (incl. relevant visa)

  • Broad intercultural competence and ability to cope in a multinational team

  • Coordination and organizational skills – even under a high workload

  • Good IT skills, practical knowledge of MS Teams, Excel, and other software

  • Readiness to receive necessary vaccinations for working in Welthungerhilfe's programme countries

  • Excellent spoken and written English; knowledge of Ukrainian language would be an asset
