Position Location: El Salvador

Project Summary: The USAID-funded El Salvador Local Governance Solutions Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges.

Position Summary: Creative Associates seeks a Monitoring, Evaluation and Learning (MEL) Manager to lead the anticipated USAID-funded El Salvador Local Governance Solutions Activity. is responsible for responsible for MEL strategy and planning, design, implementation, data collection, and data quality assurance. She/he will also serve as the Gender Focal Person.

Responsibilities

Primary Responsibilities:

MEL Strategies, Frameworks and Tools

  • Work with Project staff, Creative Headquarters, and stakeholders to create monitoring and evaluation strategies and logical frameworks.
  • * Develop and coordinate implementation of Baseline and Endline surveys.
  • * Develop and update Municipal Capacity Assessment Tool
  • * Work with Component Technical Leads and Project Management Team to develop an assessment strategy.
  • * Work with Component Technical Leads to create an MEL database to track progress toward outcomes, targets, and indicators.
  • * Responsible for designing all monitoring and evaluations tools used for the Activity.
  • * Responsible for developing, translating, and editing assessment tools for the Activity.
  • * Maintain and keep all documents up to date throughout the project life cycle both in hard copy and uploaded to the project SharePoint OneDrive Cloud Storage System.
  • Project Monitoring Activities
  • * Develop monitoring and evaluation work plans and ensure that they are implemented.
  • * Monitor the implementation of all project field activities and report on their overall outcomes and results.
  • * Implement all annually scheduled monitoring and evaluation activities for the Activity including quarterly, mid-year and end of year assessments, external project evaluations, and donor and partner visits.
  • * Responsible for reporting on all MEL activities, results, outcomes, and outputs to the COP and DCOP.
  • Training
  • * Train project staff, partners and stakeholders on project monitoring and evaluation tools and other MEL topics as seen necessary.
  • * Train subcontractors on the Activity’s MEL strategy and tools, ensure they are capable of relevant data collection activities.
  • * Participate in other training activities, providing support for Component needs as required.
  • Communication and Reporting
  • * Analyze data using computer software (Excel) and Creative’s MEDAL system and produce all SMSD MEL reports and data summaries then submit them in a timely fashion.
  • * Disseminate the Activity’s results and outcomes to stakeholders, Creative HQ, and donors, while presenting them at workshops, forums, trainings where relevant
  • * Attend workshops, meetings and trainings executed by the Activity’s partners and subcontractors.
  • * Participate in weekly meetings with the Activity’s field team and deliver reports on the findings as requested by the COP and DCOP
  • * Work with project staff to create weekly, monthly, quarterly, and annual work plans.
  • Support for Other Departments
  • * Support the projects strategic rollout planning and implementation process, working in particular with local stakeholders.
  • * Work with the Component Technical Leads to develop documentation and toolkits for sharing with project partners and subcontractors.
  • Gender focal point:
  • * Coordinate the implementation and monitoring of actions from the Gender and Inclusive Development Action Plan (GIDAP) issues and mitigation plan.
  • * Research relevant tools and templates on gender and inclusive development.
  • * Meet with stakeholders related to gender and inclusive development.
  • * Ensure sub-recipients have meaningful and achievable actions.
  • Qualifications

Required Skills & Qualifications:

  • A minimum of bachelor’s degree, specialization or other qualification in MEL, statistical analysis, or data management.
  • * At least 3 years of relevant professional experience in designing and managing MEL strategies, frameworks systems and tools, preferably on a USAID-funded project or an international development project.
  • * Knowledge and network of local municipal and district ecosystem is preferred.
  • * In-depth knowledge of the social, political, and economic elements impacting urban, rural, marginalized and vulnerable populations.
  • * Fluency in English required. Professional fluency in written and spoken Spanish is required.
  • Position contingent upon donor funding.
