If so, we invite you to join our team at Oxford Policy Management as an Expert Lead in the Sustainable Blue Economy.

Primary Purpose/key objectives of the job:

As the Expert Lead, your primary purpose will be to provide strategic leadership and technical support across the Climate, Sustainability, and Resilience Practice, with a focus on the Sustainable Blue Economy.

Key objectives of the role include:

  • Collaborating with other OPM Practices to deliver impact and develop new business opportunities.
  • Strengthening OPM’s reputation, expertise, and skills in the oceans sector.
  • Scoping new business opportunities, leading tenders, and building a future pipeline of relevant work.
  • Managing programme activities, project teams, and client relationships to ensure high-quality deliverables.

Specific responsibilities include:

  • Developing, leading, and promoting OPM’s work on the sustainable blue economy.
  • Engaging across teams to define, develop, and deliver opportunity pipelines for key clients.
  • Overseeing teams of technical experts, delivering projects within budget and quality standards.
  • Managing client relationships and building networks in the sustainable blue economy.
  • Contributing to internal learning initiatives and mentoring junior staff.

Key skills and experience:

  • Master’s or other post-graduate qualification in a relevant discipline.
  • 7-10 years of work experience in the sustainable blue economy, with expertise in core areas such as sustainable economic development and climate adaptation.
  • Experience in project management, budgeting, and risk management.
  • Strong leadership, decision-making, and bidding/proposal management skills.
  • Experience representing the sustainable blue economy externally.
  • Work experience in low and middle-earning countries.

  • Excellent problem-solving and organisational abilities.
  • Ability to switch between attention to detail and the bigger picture.
  • Strong prioritisation skills and ability to deliver quality work under pressure.
