Oxford Policy Management is seeking expressions of interest from high-level international development professionals, with extensive experience in delivering complex adaptive programs for DFAT. Ideally, candidates will have experience in and/or understanding of the Government of Indonesia’s priorities relating to the Just Energy Transition (JET); GEDSI; climate finance and policy; infrastructure; and relevant public and private sector networks.

What is the Climate and Infrastructure Partnership?

The CIP aims to crowd in Australian and international private and institutional investment in infrastructure and businesses, addressing the lack of risk-tolerant capital needed to decarbonise the economy, develop renewables and meet international commitments. The CIP will share knowledge and expertise and expand professional government-to-government linkages. It will draw on existing Australian-funded programs and expertise. 

People in Indonesia are benefitting from a just transition to net zero is the goal of the Partnership. 

The CIP will contribute to Indonesia’s clean energy transition through three linked end-of-investment outcomes:

1 Policy and regulatory reform - GoI Ministries and State-Owned Enterprises (SOEs) are implementing a GoI-led institutional policy and regulatory reform agenda unblocking investment for a just energy transition.

2 Gender Equality, Disability and Social Inclusion (GEDSI) - GoI Ministries, SOEs, the private sector and civil society take action so that women, people with disabilities and the marginalised benefit from the transition. 

3 Climate finance - SOEs and private sector enterprises invest in quality climate finance to catalyse innovative, inclusive climate action towards Indonesia’s just energy transition.

CIP Hub Overview

The Partnership will be implemented through a hub and spokes delivery model (see table below).  The CIP hub coordinates the work of the spokes to help ensure that that the partnership is coherent and meets its goal and end of investment outcomes. A contractor-operated hub will bring the three spokes together. (The three spokes will be implemented through separate DFAT funded arrangements.)

The Hub will provide policy and programmatic coherence, high-level and operational governance, communications and public diplomacy support, cross-program learning, and monitoring, evaluation and reporting functions. GEDSI expertise within the Hub will support GEDSI activities in the spokes, ensuring the prominence of GEDSI across the Partnership.

Key Responsibilities

Hub (contractor)

Coordinate the work across the spokes; develop and implementing GEDSI, communications and localisation strategies, and an overarching Performance Assessment Framework; provide technical advice and quality assurance, and support program governance.

Implement the CIP’s policy and regulatory reform component.

Implement the CIP’s climate finance component to incentivise private investment into Indonesia’s SMEs.

Implement the CIP’s climate finance component to incentivise private investment in Indonesia’s renewable energy and green infrastructure.  

DFAT

Set the strategic direction of the Partnership and oversee hub and spokes.

Summary of the Position

The Team Leader (TL) provides high-level strategic leadership and oversight of Partnership scope, coordinating the work of the Spokes to help ensure that that the Partnership is coherent and meets its goal and end of investment outcomes.

Selection Criteria:

  • At least fifteen (15) years’ proven effective Team Leadership in addition to executive-level management experience preferably in Indonesia implementing a major development activity.
  • Experience working with DFAT in a leadership position (minimum of 5 years).
  • Strong stakeholder management and experience in coalition development, in a complex program environment.
  • Demonstrated understanding of priorities relating to the Just Energy Transition (JET); GEDSI; climate finance and policy; infrastructure etc.
  • Proven ability to flexibly lead and manage a multi-disciplinary team with a focus on locally-led development.
  • Proven expertise in convening and building trust with multiple delivery partners, as well as program partners such as Government counterparts, including Ministers; development partners; CSOs; and private sector.
  • Experience in supporting the integration of cross-cutting themes across programs such as GEDSI, Child Protection, Environmental and Social Safeguard Policies.
