Position Description

EnCompass LLC is seeking a Senior Organizational Development (OD) Specialist to support the 5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withsta gy, based on evidence collected from quantitative and qualitative sources, and propose good-in-class organizational development solutions to achieve organizational development objectives. The Senior OD Specialist will also be available to support key BHA stakeholders with change management and OD support nd humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations.

As a member of the BHASC Training and Learning Team, the Senior OD Specialist will utilize creative approaches and methodologies to support the design, delivery, and evaluation of retreats, strategic planning sessions, and other events for the Training Unit with additional support as needed to other Offices, Divisions, and Teams within the Bureau for Humanitarian Assistance in Washington, DC and globally. They will work closely with the BHASC Training & Learning Director and project stakeholders to co-create processes, tools, and structures that enhance organizational effectiveness, supporting examination of the alignment of productivity, structure, metrics, workflow, processes, organizational culture, and efficiency. The Senior OD Specialist will be a skilled facilitator who plays a leadership role in supporting BHASC to develop and carry out a holistic organizational development strategy and must be passionate about supporting USAID’s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.

The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations. This is a full-time position located at the USAID/BHA office in downtown Washington, DC and follows USAID’s hybrid work model with split time between telework and the office. USAID’s return to work requirement is currently 3 days in person per week. The exact schedule of days required to be in the office will be determined by the BHASC Project Director and Task 5 Lead in coordination with USAID/BHA. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions:

General

  • Liaise with client groups to understand organizational development needs
  • Provide overall vision, strategic direction, and leadership in the area of organizational development, change management, and related professional development interventions
  • Design, deliver, and evaluate organizational development (OD) activities including but not limited to strategic planning, assessments, team building, retreats, change management, co-creation workshops, leadership development, and facilitation of learning and other events
  • Work closely with the project team to achieve sustainable learning outcomes applying state-of-the-art strategic planning, adaptive management, systems strengthening, adult learning principles, creative problem solving, and effective communications and knowledge management approaches
  • Facilitate face-to-face, virtually, and/or hybrid workshops and meetings in an engaging, participative, and collaborative manner
  • Lead collaborative processes for conducting staff and stakeholder engagement (e.g., stakeholder mapping, consultative processes)
  • Ensure integration of Diversity, Equity, Inclusion, and Accessibility (DEIA), gender equality, and inclusion lenses in all OD interventions
  • Establish and maintain highly collaborative working relationships with USAID/BHA and USAID Missions, along with other relevant Agency and in-country stakeholders
  • Bring leading-edge thinking, methodologies, and approaches to organizational development interventions
  • Manage organizational development projects from design to implementation to evaluation, including scope, timeline, and quality assurance
  • Effectively communicate progress on complex organizational development project deliverables to client, team members, and other stakeholders in a clear and concise manner
  • Document good, emergent, and best practices to improve organizational performance and effectiveness
  • Collaborate with colleagues to implement a robust system for knowledge capture and management, particularly for organizational learning
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • High school diploma plus 12 years of professional experience; or Associate’s degree plus 10 years; or Bachelor’s degree plus 8 years; or Master’s degree or higher plus 6 years
  • Degree in organization development, leadership, psychology, sociology, management, international affairs, international development, or a related field preferred

Experience and Skills

  • Minimum of 6 years’ experience designing and facilitating effective organizational development interventions employing foundational and cutting-edge approaches to meet the needs of the client group
  • Demonstrated knowledge in the field of organizational development, including state-of-the-art diagnostic and dialogic methodologies and leading-edge approaches for leadership development and team effectiveness
  • Adaptive, collaborative, complexity-oriented, and strengths-based leadership style, including cultivating peer to peer learning so that capabilities are shared across the team
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working, including sensing, ideating, prototyping, implementing, evaluating, and communicating
  • Exceptional presentation, communication (verbal and written), facilitation, and consensus-building skills
  • Proven ability to understand the needs of an organization and identify creative solutions
  • Committed to providing the highest level of service while challenging the status quo through organizational development interventions
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Ability to work in an appreciative, strengths-based environment and guide others in working in this type of environment
  • Experience with various types of assessment tools including but not limited to 360-degree assessments, StrengthsFinder 2.0, TKI, Leadership Circle, DiSC, and Insights Discovery, with qualification in one or more tools strongly preferred
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues

  • Ability to obtain and maintain Facility Access or have US citizenship with the ability to obtain and maintain a Secret Clearance

Preferred Experience and Skills

  • Knowledge of Appreciative Inquiry and ability to apply it in designs, client engagement, and all professional processes
  • Experience working with international organizations, including the UN System, US Government, NGOs, and/or the private sector
  • Experience working or living in more than one country
  • Ability to travel internationally
  • Fluency in language(s) other than English
  • Certifications in modern organizational development methodologies
  • ICF coaching certification

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $110,000–125,000.
