Position Description

EnCompass LLC is seeking a Senior Learning Evaluation Specialist to support the 5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations.

The Senior Learning Evaluation Specialist will provide BHA’s Training Unit with strategic and technical support to improve learning evaluation, performance management, and a robust data-driven learning culture. This position will lead the Training Unit’s monitoring, evaluation, and learning systems and support enhancing capacity for accountability and adaptation within projects and processes.

The Senior Learning Evaluation Specialist will incorporate a variety of methods and innovative approaches to strengthen a learning and leadership ecosystem at BHA that leverages both formal and informal learning opportunities. They will support the design and integration of evaluation modalities for courses, activities, and other learning events for the Training Unit with additional support as needed to other Teams, Divisions, Offices, and operating units within the Bureau for Humanitarian Assistance staff in Washington, DC and globally. The candidate must be passionate about supporting USAID’s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.

This is a full-time position located at the USAID/BHA office in downtown Washington, DC and follows USAID’s hybrid work model with split time between telework and the office. USAID’s return to work requirement is currently 3 days in person per week. The exact schedule of days required to be in the office will be determined by the BHASC Project Director and Task 5 Lead in coordination with USAID/BHA. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Provide technical direction for evaluation of learning and training activities and oversees the development of learning evaluation strategies aligned with critical development outcomes
  • Participate in the planning and implementation of a learning assessment utilizing innovative and collaborative methods to obtain a deeper understanding of BHA’s workforce in order to evolve existing and future workforce development offerings in a strategic and integrated way
  • Using the New World Kirkpatrick Model, lead and mentor staff in the planning, organization, and implementation of a range of evaluation activities across all four levels of training evaluation and for a range of face-to-face, virtual, and hybrid learning activities and programs
  • Lead the creation of learning evaluation tools, including needs assessments, formative assessments, end of course/curriculum assessments and other milestones
  • Ensure quality control of learning evaluation designs (including needs assessments, formative evaluation, end-of-program evaluations, and other evaluation milestones) as well as data analysis and reporting
  • Collaborate with BHA Training Unit staff and SMEs to adapt learning programs and develop new learning opportunities based on evaluation data
  • Maintain awareness of leading-edge approaches and methodologies in the broader learning evaluation community and advocates for their integration into work designs and processes, as appropriate
  • Strengthen capacity of BHA Training Unit staff and SMEs to conduct effective evaluation of learning programs
  • Facilitate or co-facilitate learning sessions and workshops as needed
  • Support team members to set up communication and monitoring systems for programs; program and activity metrics and reporting developed and maintained

Administration:

  • Work closely with the Training & Learning Director and project team to achieve sustainable learning outcomes
  • Establish and maintain highly collaborative working relationships with USAID/BHA and USAID Missions, along with other relevant Agency and in-country stakeholders

Other:

  • Effectively communicate project deliverables to client, team members, and other stakeholders in a clear and concise manner

Position Requirements

Academic Qualifications

  • Minimum of a High School diploma and 12 years of experience, an Associate’s degree and 10 years, a Bachelor’s degree and 8 years, or a Master’s degree or higher and 6 years
  • Degree in adult learning, education, international affairs, international development, or a related field preferred

Experience and Skills

  • Minimum of 3 years of experience designing, implementing, and managing learning evaluation activities for interactive learning programs utilizing Kirkpatrick Evaluation tools; Bronze level or higher Kirkpatrick certification strongly preferred
  • Experience leading the planning and implementation of learning needs assessments using innovative and collaborative methods
  • Knowledge of adult learning, participatory methods, instructional design, and related topics??
  • Superior writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
  • Experience working with international organizations, including USAID, the UN System, US Government, NGOs, and/or the private sector and other stakeholders
  • Exceptional presentation skills with a dynamic, engaging facilitation style
  • Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working
  • Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
  • Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints

Preferred Qualifications, Experience, and Skills

  • Experience working with international organizations, including the UN System, US Government, NGOs, and/or the private sector
  • Experience working or living in more than one country
  • Ability to travel internationally
  • Fluency in language(s) other than English
  • Experience designing and implementing 508 compliant activities

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $110,000–125,000.
