Description

It is required to support the Government of Kiribati institutions in effective implementation of the South Tarawa Sanitation Project, in a timely and qualitative manner, with efficient use of resources, to achieve the project objectives.

The international firm with combination of local and individual consultants shall work for the assigned task, and while implementation of the project capacity building of local staff will be one of the key expected outputs from PIAC. The services under the contract will be for three years, with potential for extension.

Scope of Work

The PIAC support is required broadly under different thematic areas, such as implementation planning, design reviews, procurement, contract administration and management, financial management, safeguards monitoring, advancing gender action plan, grievance redressal, community engagement, inclusion and ownership raising; stakeholder communication, institutional coordination, training and capacity building; monitoring & evaluation, reviews and reporting; documentation and records management; and risk assessment and control.  

The consultant will carry out the following tasks, covering the above thematic areas, grouped under four sections below. The consultant will carry out the tasks in consultation with the PMU, MISE and PUB. The consultant will assist the PMU in project implementation.

Team Leader (International)

Bachelor degree in engineering or a related field. Master’s degree in engineering or management.

·         15 years’ demonstrated experience in management of water supply.

·         10 years of experience in procurement of goods, works and services and contract management. Previous experience as Team Leader on WB/ External aided projects or similar projects financed by multilateral development agencies in the South Pacific is preferred.

·         Previous experience with capacity development and training preferred.

Deputy Team Leader / Construction Supervision Engineer (National)

Bachelor degree in Civil engineering or a related field. Chartered Professional Engineer preferred.

·         8-10 years of experience on water supply and sanitation projects, including design, procurement, construction supervision and commissioning of water and sanitation infrastructure.

Safeguards  Specialist (International)

Masters degree in social and behavioural sciences or population health sciences.

·         10 years of experience on water supply and sanitation projects, including 5 or more years of progressive experience with WASH project/program management. 

·         5 years of experience in behaviour change communication with particular expertise in Pacific Island communities. 

·         Previous experience as safeguards specialist on world bank funded projects or similar projects financed by multilateral development agencies in the South Pacific is preferred.

2 x Site Engineers (National)

Bachelor’s degree in civil engineering or a related field. Chartered Professional Engineer preferred.

·         5 years of experience on water supply and sanitation projects, including design, procurement, construction supervision and commissioning of water and sanitation infrastructure.
