Key expert 1: Team leader – International Cooperation Expert (minimum number of working days: 450)

Key expert 1 tasks include in particular:

§  Achievement of the contract's objectives and expected results;

§  Efficient coordination of contract activities, including coordination and synergies with the implementation of other EU funded contract and programmes and strategic documents, the JES, and the EU Delegation’s communication strategy;

§  Sound financial management of the budget of the contract;

§  Communication around the contract under the guidance of the Contracting Authority;

§  Administrative management of the contract office; organisational and managerial aspects of the contract;

§  Reporting in line with the schedule under part 7. Oral reporting and participation in internal drafting sessions;

§  Draft terms of reference for missions and the recruitment of non-key experts following methodological robust approaches;

§  Ensure the methodological rigor of studies, missions and evaluations both ex-ante and in terms of reports produced;

§  Possibility of publishing lessons learnt to both the general public and scientific audiences;

§  The Team Leader will be requested to perform under pressure with tight deadlines and present the work of the contract to the EU Delegation as well as to third parties, in the Spanish language.

§  Missions within the country at least once a year, on a needs basis.

He/she will maintain close contact with the Contracting Authority, the Programme Steering Committee and the Executive Committee.

Qualifications and skills

§  Master's degree in at least one discipline relevant to development cooperation such as economics, international relations with a focus on development, political sciences, public relations, business administration, sociology. In the absence of a Master’s degree, a Bachelor’s degree in Economics, Political Sciences, Laws or Sociology and an additional 3 years to the minimum years requested as general professional experience may be considered equivalent.

§  A PhD or a proved track record of research methods, preferably mixed (qualitative and quantitative) relevant for the evaluation of development programmes will be considered as an asset.

§  Good team management and communication skills.

§  Fluent in Spanish and English.

§  Other local languages spoken in Bolivia would be an asset.

General professional experience

  • At least 10 years of experience in development cooperation in the context of ODA-funded projects, policy dialogue, technical assistance, capacity building or equivalent areas.
  • At least 5 years of experience in team leading, managerial or supervisory positions.

Specific professional experience 

  • At least 3 years’ uninterrupted working experience in low-middle income or least developed countries is required (reference of countries as per OECD list).
  • Relevant work experience in Bolivia is highly desirable, and experience in neighbouring South American countries will be considered an asset.
  • Practical knowledge of Bolivian Government development policies is an asset.
  • Practical knowledge of EU policies for development cooperation and EU-CELAC relations are assets. 
  • Having a record of accomplishment in applied research for the evaluation of development projects is an asset, and relevant publications on development issues would be valued. 
  •  At least 3 years’ working experience in drafting Terms of Reference (ToR) for other experts to be recruited is essential.
  • At least 3 years’ working experience in editing and drafting clear and well-structured reports in Spanish and English is essential.
