ICT Expert, MCC Togo Threshold Evaluation, Togo
Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.
Proposal Objective:
SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Togo, to conduct an evaluation of the $35 million MCC Togo Threshold Program. The Program includes two projects: Increased Competition, Independent Regulation, and Expanded Access in the ICT Sector Project; and the Land Reform to Accelerate Agricultural Productivity Project. This evaluation would also include these two projects.
Position Description:
SI is seeking an ICT Expert Consultant to support in all phases of the upcoming evaluation of the MCC Togo Threshold program.
Position is contingent upon the award of the contract to Social Impact. Anticipated award date is fall 2024.

Responsibilities:
- Provide technical advice and expertise across ICT, particularly business development and economic growth, to develop appropriate evaluation tools and instruments.
- Participate in data collection efforts.
- Provide inputs to the evaluation report.
Required Qualifications:
- Minimum of a Master's degree in a relevant field.
- A minimum of 10 years of experience in ICT/business development/economic growth research and evaluation, and sectoral expertise.
- Experience in evaluation designs and qualitative and quantitative methods.
- Experience conducting or participating in evaluations in Togo, or West Africa.
- Previous experience evaluating MCC projects.
- Oral and written fluency in English required.
