In-Country Researcher, MCC Togo Threshold Evaluation, Togo

Proposal Objective:
SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Togo, to conduct an evaluation of the $35 million MCC Togo Threshold Program. The Program includes two projects: Increased Competition, Independent Regulation, and Expanded Access in the ICT Sector Project; and the Land Reform to Accelerate Agricultural Productivity Project. This evaluation would also include these two projects.
Position Description:
SI is seeking a Togo In-Country Researcher consultant to support both the evaluation implementation and logistics of the evaluation of the MCC Togo Threshold program.
Position is contingent upon the award of the contract to Social Impact. Anticipated award date is fall 2024.

Responsibilities:
- Participate in qualitative and quantitative data collection in Togo.
- Experience collecting administrative data from government offices.
- Provide inputs to develop evaluation deliverables, survey instruments, and questionnaires including researching land issues/tourism sector.
- Facilitate in-country communications, data requests, and stakeholder relationships with MCC, MCA and other relevant stakeholders.
- Partake in training, execution, and oversight of data collection activities including qualitative interviews and surveys.
Required Qualifications:
- Minimum of a Bachelor’s degree; Master's or higher preferred.
- A minimum of five (5) years of experience conducting research and evaluation. This includes qualitative and quantitative data collection of administrative data from government offices, preferred.
- Experience conducting research in land issues and tourism sector highly preferred.
- Previous experience evaluating MCC projects preferred.
- Oral and written proficiency in English, and proficiency in 1 or more local languages.
