TASK OBJECTIVE

In coordination with the Headquarters Owner and in synergy with other sector figures, the selected candidate will perform the role of Human Resources and Procurement Expert for the management of the procedures within the competence of the Headquarters in the reference sector, including the components in the areas of competence in programs of other sectors.

MAIN TASKS

Job description:
•Conducting staff recruitment processes, including the preparation of notices, scrutiny of documentation, reporting and interviewing of candidates;
•Management and coordination of regulatory, administrative and contractual aspects relating to the management of office staff (international staff, local staff, relationships with temporary agencies, contracting of technical assistance experts);
•Manage and coordinate practices relating to obtaining visas/work permits for expatriate staff;
•Administration of documents relating to employees, such as employment contracts, leave requests, accident practices, management of absences/presences, pay slips, payslips, resignations, renewals, etc.;
•Management and coordination of the procurement procedures within the responsibility of the Headquarters, in accordance with the provisions of the applicable legislation, and in particular with reference to the comparative procedures for the acquisition of goods, services and works as per the provisions of Legislative Decree 50/ 2016 and subsequent amendments, Ministerial Decree 192/2017 and subsequent amendments and PRAG: coordination of market surveys, drafting of the tender administrative documentation, coordination of the work of the evaluation commissions when necessary, drafting of the relevant minutes, drafting of the related administrative documents interior;
•Management and supervision of the headquarters' supplier register, in accordance with current legislation and internal procedures;
•Administrative assistance to the RUP, and supervision of procedures as RUP, if required;
•Compliance with ANAC obligations related to the tender procedures and contracts signed by the AICS headquarters in Kiev;
•Preparation of administrative documents connected to tenders and contracts necessary to obtain exemption from taxation, pursuant to the applicable reference legislation;
•Correct repertoire of documents relating to tenders and contracts, in accordance with current legislation and internal procedures at the Headquarters;
•Promote the digital transformation of the administration;
•Coordinate the obligations regarding digital transparency of the Public Administration;
• Enforce the rules on advertising, transparency and accessibility;
•Carry out any additional specific tasks that may become necessary during the course of employment, to be carried out on behalf of the Owner of the AICS Headquarters in Kiev.
