Background

In the past years, Belgium has been collaborating with Mozambique through various cooperation projects. The main focus is being put on providing access to sustainable, affordable and environmentally friendly energy in rural areas through capacity development, energy efficiency, access to renewable energy outside the national electricity grid and supporting the energy transition.

Since 2018, Enabel, in partnership with the National Energy Fund (FUNAE), has been implementing a 22 million EUR project denominated Renewable Energy Program for Rural Development (RERD2+). This project focuses on rural electrification and solar irrigation.

Considering the relevance of energy access and the energy transition on the sustainable development objectives of Mozambique, the Cooperation Portfolio 2023-2028, was designed to integrate lessons learned from previous and ongoing programmes (including RERD2+). It aims at supporting the country in achieving its low carbon, just and inclusive development pathway towards energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. In particular, the portfolio contains two projects that aim at supporting Mozambican authorities and communities (including women, youth, and other vulnerable groups) to engage together more actively in a cross sectoral coordination focusing on improved climate proofed public services. Hence, the RERD2+ project and the new programme are inherently complementary and the latter will serve as a bridge for relevant actions once the RERD2+ project finishes in 2025, with a strong emphasis on the irrigation component.

In this context, Enabel is currently looking for a Project Manager.

Job description

As Project Manager you report to the Resident Representative and you supervise a team of Experts, Project Officers and Juniors (9 in total) within your project. You are also responsible for ensuring the technical quality of the project through a good knowledge of the issues and a good partnership dynamic focused on achieving development results.

Responsibilities:

-          You are responsible for the good execution of the project (content, planning, budget, quality);

-          You coordinate the realisation of the activities with a view of achieving the project objectives;

-          You provide the necessary input and information for the further development of portfolio strategy choices, methods and tools to optimise country portfolio execution;

-          You support the persons indicated to lead the change process;

-          You ensure the dialogue with national/international institutions and organisations and participate in the strategy dialogue at the sector and technical level, emphasizing the collaboration between government and non-government stakeholders active under different results areas;

-          You elaborate the multi-year planning, in consultation with the partner as per agreements;

-          You coordinate the learning process on how an intervention contributes to the development of the sector;

-          You lead the team placed under your hierarchical responsibility;

-          You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Your profile

Required qualifications

·       Master’s degree in rural development/ project management/energy management/infrastructure or closely related disciplines

Required experience

·       Minimum 5 years of relevant experience in steering international development projects;

·       Minimum 5 years of relevant experience in managing programmes in one of the relevant sectors of energy/irrigation, agriculture, infrastructure or similar areas;

·       Proven experience in contract management;

·       An experience as team manager;

·       An experience with grant management is an asset;

·       Minimum one relevant professional experience outside your country of origin. A previous experience in Mozambique is an asset;

·       Experience in several projects is an asset.

Required skills and knowledge

·       In-depth knowledge of project management methodologies;

·       Thorough knowledge of the specific area of expertise;

·       Monitoring and evaluation competences;

·       Strong communication, organizational and interpersonal skills;

·       You are dynamic and are able to work in an international, multi-stakeholder environment, maintaining effective and cooperative relations with national authorities as well as donors;

·       You are result oriented;

·       You are fluent in spoken and written English. Considering the working language of Mozambique and the international environment in which you work, the knowledge of Portuguese is considered a strong asset.

We offer you

·       A fascinating job in an international environment

·       A contract of 10 months (possibly renewable to 22 months). You are based in Maputo with frequent missions to the provinces.

·       You are employed by Enabel in the function of “Intervention Manager”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.

·       In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The various amounts vary in function of relevant recognised experience for the function and family composition.
