AAM Consulting is currently looking for an expert for the “Sierra Leone Land Administration Project: Consultant for the Coordination of the Recording and Registration of Land Tenure Rights” project in Sierra Leone. The project is now in the bidding phase and we are looking for an expert interested in implementation and possessing all the qualifications and skills required for the position.
Duration: The intended start date is June 2024 and the period of implementation of the contract will be 4 years.

Main objective: The Consulting Firm recruited will support the MLHCP through the PCU to ensure that outputs and outcomes under Component 3 are achieved – including all Project Development Objective indicators, and the targets in the Intermediate Results Indicators concerning the Strategy and Business Plan, Training and Development of Manuals.

• Village land identification, demarcation, survey and record maintenance
• Family land identification, demarcation, survey and record maintenance
• Individual land parcel identification, demarcation, survey and record maintenance, for (a) customary land areas; and (b) freehold land areas.
• State lands identification, demarcation, survey and recording plus management of the State land portfolio.
• Public lands identification, demarcation, survey and recording, plus management of the public land portfolio.
• Processing transactions, for (a) customary land areas; (b) freehold land areas; (c) state land sites (d) public land sites.
• Development and monitoring of the Annual Business Plan
• Others as requested by the PCU.

Key Expert 4: Land Survey Specialist (full-time)
Qualifications and skills
- Master’s degree in surveying or related field
Professional Experience
· At least ten years of post-graduate experience in the role of a land surveyor and as a cadastral surveyor,
· Substantial experience in mapping and GIS programs and land administration, including customary land tenure
· Experience as a licensed cadastral surveyor is important and experience with cadastral survey work in Africa an important advantage.
· Experience with using ‘fit for purpose’ methodologies for rapid survey is also an advantage.
· The land survey specialist will have worked in at least 3 countries (at least one in Africa) in this role and have been involved in land administration and management projects, including experience with dealing with enquiries regarding boundary disputes and dispute resolution mechanisms.
