Functional responsibilities

  • Provide basic support to the Training and Procedures Adviser in the implementation and often assist with the implementation of electoral programs and processes in the field of training for elections staff, electoral procedures development, and capacity-building of IHEC counterparts;

  • Assist with the Training and Procedures Adviser in planning and monitoring of the training of trainers and other electoral training programs, and reporting of results to IHEC counterparts;

  • Provide transactional support to the national IHEC counterparts in the development of detailed and comprehensive training manuals/modules, review previous manuals, if they already exist, and offer recommendations for their refinement and enhancement;

  • Assist the Training and Procedures Advisor in providing, assistance to the IHEC and other Iraqi institutions in the areas as required;

  • Monitor and often support the Training and Procedure Advisor in the capacity-building of national counterparts and strengthening of national institutions;

  • Provide basic input in the Training and Procedures Adviser with the monitoring of the impact of election staff recruitment and training on enhancing the participation of women and marginalized groups and provide advice to the national electoral institutions on best practices for equal access;

  • When required, assist the Training and Procedures Adviser to manage and support the performance of national and international staff assigned to the area of responsibility;

  • Provide basic Support to the senior project manager to contribute to professional and productive partnerships with national counterparts and other key stakeholders participating in the electoral process;

  • Assist the Training and Procedures Advisor in compiling regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners;

 

Education/Experience/Language requirements

Education

  • A minimum of a high school diploma is required.

  • A first-level university degree, in Political Science, International Relations, Law, Public Administration, or a related field is desired.

Work Experience

  • A minimum of seven years of progressively responsible experience in training, capacity building, and other related areas is required.

  • Experience in supervising, implementing, supporting or advising on electoral training processes is required.

  • Experience working with the UN, a UN agency or an international organization on electoral issues is desired.

  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred; knowledge of UN rules, regulations, policies and procedures an asset

Language Requirements

  • Fluency in spoken and written in any language of the duty station is required.
