Job description summary:
The Program Coordinator will be responsible for the technical and human resources coordination of project(s) in a rural context, in the beneficiary communities of Oikos projects in São Tomé and Príncipe.

Under the direct supervision of the Country Coordinator, the Program Coordinator will have the following main functions and tasks:


Coordination:

Coordination of technical teams for the project(s) and coordination with the administrative and financial services of the Oikos Delegation in STP;
Technical coordination with focal points of financing and contracting institutions (especially the European Union, United Nations Agencies, Global Environmental Fund, Portuguese Cooperation, among others) to ensure the correct implementation of projects and actions based on specific regulations and standards;
Articulation and negotiation with project implementation partners, including government partners, NGOs, international cooperation agencies and agents, national projects under development and other relevant actors, necessary for the adequate implementation of the Projects (including the organization of Management Committees and Piloting nationwide)
Articulation and negotiation of strategic proposals, in the agricultural sector, for the sustainable management of natural resources and actions for the economic and social development of rural communities, with institutional partners, government and civil society;
Promote good communication and coordination between teams and different Oikos-STP projects, enhancing synergies between them and optimizing resources;
Coordination with civil society organizations and the target communities of the project, within the scope of the implementation of activities and coordination with the team, authorities and implementation partners at local level;
Coordination with project teams from other programs, particularly the marine program, in collaboration with the Country Coordinator, in the search for operational efficiency, optimization of resources and complementarity of intervention in different sectors.
Representation of Oikos and the Project(s), within the scope of public actions, in conjunction with the Country Coordination.

Implementation:

Definition of strategic lines of implementation and technical supervision of the activities of the project(s), namely in the scope of agroecology, more specifically in cultivation and production techniques and practices, biodiverse/syntropic agroforestry systems, organization of farmers, and biological certification of products (Participatory Guarantee Systems);
Definition of strategic lines of implementation and technical supervision of analysis activities and implementation of market access strategies and marketing channels, mainly in national markets, including strengthening the capabilities of families and groups in beneficiary communities to sell their products and negotiate with partners and buyers, public and private;
Design and implementation, together with technicians and local multipliers/community agents, of participatory methodologies to develop field work in communities;
Development and monitoring of the work of local multipliers/community project agents;
Support for productive sectors identified to generate income for families in communities and improve livelihoods, in particular through the identification and support for the development of rural businesses. Support in the production, transformation and marketing of agricultural products and new production lines such as livestock, beekeeping and non-wood forest products, as well as support for other community enterprises that target sectors such as community-based ecotourism or other related sectors.
Support for the development and implementation of community awareness and communication actions.

Management:

Ensure efficient and effective management and administration of the project(s) and all its resources, in collaboration with Oikos teams and partners, in accordance with the approved proposal and contractual standards, including administrative and financial execution;
Technical and financial planning of projects, in accordance with the requirements of financiers and Oikos procedures, consolidating and harmonizing the planning of different activities;
In close collaboration with the administrative-financial coordination of Oikos-STP, ensure the good financial and operational management of projects, monitoring the monthly financial execution and compliance with administrative procedures, in accordance with Oikos and financiers' procedures;
Contribution to the development of procedures for contracting and purchasing goods, works and services and monitoring these processes, in collaboration with the administrative-financial coordination of Oikos-STP and, when necessary, with the headquarters of Oikos in Portugal;
Ensure the effectiveness of knowledge management and project monitoring systems, ensuring the systematization of information, the adequate measurement of indicators and contributing to demonstrating the relevance, effectiveness, efficiency, impact and sustainability of projects;
Writing, reviewing and consolidating technical reports, in accordance with the deadlines and requirements of Oikos and financing institutions;
Review and follow-up on the preparation of reports by implementing partners;
Review of financial reports and harmonization between financial and technical reports, in collaboration with those responsible for finance;
Management of human resources under its responsibility, in collaboration with the National Coordination;
Supervision of the functioning of the teams in his charge, promoting their training and technical growth and management capacity;
Updating project organization charts, preparing terms of reference for the team under their responsibility and organizing the selection process, in accordance with contractual and Oikos procedures;
Ensure the visibility of projects following applicable standards and contribute to the production of communication materials and actions, in conjunction with the project teams and the Communication Coordinator at headquarters, when necessary.

Others:

Ensure the integration of transversal approaches that promote gender equality, social inclusion, environmental protection and the human, social, economic, environmental and cultural rights of populations;
Identification and preparation of project proposals, particularly those that contribute to complementing and/or strengthening activities in the rural sector and sustainable management of natural resources (namely agricultural and forestry), in line with Oikos' intervention strategy for São Tomé and Prince.

DESIRED PROFILE

Higher education in agronomy, forestry engineering, rural development, environment or other relevant (minimum Bachelor's degree, postgraduate degrees will be considered as a preferential element in the selection process);
Minimum experience of 5 years in managing and coordinating projects within the scope of agroecology, development in the agricultural sector in general or management of terrestrial natural resources;
Preferred experience managing projects financed by the European Union and/or other international funders;
Experience in team management in the context of development projects;
Experience working with partners and in a consortium;
Ability to delegate and supervise, define priorities and work with deadlines;
Dynamic and with initiative;
Excellent interpersonal relationships and teamwork skills;
Good command of computers (Word, Excel, web tools, operating systems);
Driving license for light vehicles;
Good knowledge of spoken and written Portuguese. Proficiency in English and/or French will be considered an added value;
Respect and appreciation of local communities;
Sensitivity to the conservation of biodiversity, natural resources and adherence to good environmental practices;
