Cowater Nordic is looking for an International Chief Technical Advisor (CTA) / Coordinator in Ethiopia.

Job description

Under the supervision of the selected consultancy company implementing the TA project, the Ministry for Foreign Affairs of Finland (represented by the Embassy of Finland in Ethiopia) and Rural Land Administration and Use Directorate in MoA, the CTA will:

·        Act as Team Leader for the whole Technical Assistance Team of the Project

·        Be responsible for the overall coherent delivery of the Project components

·        Coordinate the international and national project team, experts and field staff

·        Ensure that RED programme targets are met

·        Lead inception activities and prepare the inception report

·        Support the Director of RLAUD to develop capacity for overall guidance of the project

·        Be responsible for applying the RED adaptive management approach identifying implementation constraints and find timely solutions to them together with the partner organizations

·        Strategic and management guidance for all outputs

·        Facilitate, design and monitor international and national short-term experts and consultancies

·        Periodically prepare project reports and activities as determined by MFA and Supervisory Board

·        Monitor the budget and financial transactions of the programme

·        Be responsible for the project funds as per the programme document

·        Establish and maintain effective working relationships with partners including government institutions, international development agencies, civil society organizations, private sector and other relevant stakeholders engaged in land administration, NRM, and related fields

·        Liaise with the Government of Ethiopia, the Ministry for Foreign Affairs of Finland and the Embassy of Finland in Addis Ababa on matters relevant to the project

·        Visit during the inception phase all implementing partners to agree on budgets, procurement plans as well as reporting and accounting procedures (Procurement Manual and Project Implementation Manual/Financial Administration Manual);

Experience and Qualifications:

·        Higher University degree in a field relevant to land administration and/or NRM e.g., agronomy, climate change, laws and institutions, land surveying; land economics etc.

·        Significant international project management experience

·        Minimum 15 years of professional experience from relevant sectors, e.g., land administration, agronomy and / or NRM

·        Experience working in developing countries, preferably Eastern Africa (experience working in Ethiopia is preferred)

·        Clear experience in adaptive management and M&E

·        Tact, courtesy and ability to establish and maintain working relationship with people of different national and cultural backgrounds

·        Excellent working knowledge and reporting skills in the English Language
