Project Name: MOLDOVA: GRCF BALTI TROLLEYBUS - Development of Sustainable Public Transport Plan

Scope Of Contract: The study shall cover the municipal area of Balti, including trolleybus, bus, minibus and suburban bus lines, such as to include the principal mobility movements within the urban area and be consistent with the area administered by City authorities. The provided services shall define requirements for the restructured bus network and tariff structure, assess financial flows and prepare implementation plan. The Consultant’s outputs shall be subject to review and approval by City and Bank with stakeholder consultation at each stage. The methodology adopted by the Consultant shall take due consideration that the principal objective of the bus restructuring study is to define more effective bus routes and service levels for existing ridership, based on detailed, gender-responsive assessment of current demand, desire lines and preferences of both men and women, and then to develop future forecasts, based on scenarios for future city public transport developments. The analysis performed under by the Consultant shall enable full integration with any present and future city traffic modelling, under a Sustainable Urban Mobility Plan SUMP) or similar, and be such as to allow the City to update the bus restructuring plan in the future, based on updates of network, services and/or demand scenarios. All tasks shall be implemented by the Consultant in full coordination and liaison with City, notably transport unit, to ensure full benefit from study development and capacity building for future implementation by City authorities.
