Istanbul is the primary center of Turkish economy, commerce, finance and culture. Rapid pace of urbanization and motorization far outpaced the development of transport infrastructure. Traffic congestion, accidents, and the problem of exhaust emissions have been worsening.
The goals of the proposed master plan are definable on two levels, the general goal and three specific goals. As the general goal, it aims to promote a shift of traffic demand from private passenger cars to public transportation, and ultimately contribute to the upgrading of mobility and accessibility within the city. Meanwhile, three specific goals are
betterment of public transport services,
development of road network, and
strengthening of traffic demand management.
The planning framework is up to 2012 for short-term and 2025 for long-term.
