Scruples Research is a women-led social enterprise based in Estonia and comprised of a team of experienced humanitarian practitioners who have together 20+ years of multisectoral experience, including in programs, Research and Analysis, Monitoring, and Evaluation as well as Knowledge Management in various conflict settings in Europe, Asia, and the Middle East. 

We flourish United Nations (UN) Agencies, international and national non-governmental organizations (I/NGOs), governments, decision-makers and institutions with insights and reliable data to ensure effective programming and sustainable change in crisis regions, with a special geographical focus on Ukraine, Romania, Moldova, and Poland. Our work lends clarity to the complex dynamics inherent to the contexts our partners work in. Our methodology, tools, and risk analysis were previously approved by the ethics committee of the Overseas Development Institute (ODI). We support them through high-quality information management products and assist them in overcoming program design, strategy and implementation challenges across sectors, themes, and geographies. 

We recognize that harnessing the power of information to help improve lives requires a knowledge of context from the inside out. We position ourselves where we can add to the scope, the results, and the effectiveness of our partners’ operations. We concentrate on geographies where we are in command of touchpoints for reliable and quality data, which our clients can efficiently leverage where they need expertise the most. 

Scruples has a specific geographical focus on Ukraine, Romania, Moldova and Poland. Our presence in Ukraine and Eastern Europe is through a network of national consultants and staff with demonstrable field experience and are trusted within local communities. We leverage their contextualized knowledge and analyze the findings through an intersectional lens. Scruples employs a hybrid model of international technical expertise and local knowledge from the ground which creates an effective means for inclusive and empowering development. Scruples strongly believes both elements must correspond at the forefront of research and evaluation, if development studies are to be relevant, meaningful, and impactful across the board. This approach also enables us to incorporate the unique needs and vulnerabilities of community members from diverse backgrounds.
