The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for consulting services.
1. Description of Project Area: Addis Ababa is the largest and capital city of Ethiopia. It is located at the center of the country with geographical reference of 9°1′48″N 38°44′24″E. From its lowest point, around Bole International Airport, at 2,326 meters above sea level in the southern periphery, Addis Ababa rises to over 3,000 meters in the Entoto Mountains to the north. It is fully bounded by Oromia Regional State. The City topographic features include mountainous, hills, rolling and flat lands. There are streams in the city originating from the surrounding Oromia highland area and with significant ground water resource potential. The project area boundary primarily falls in the geographic boundary of the Addis Ababa City Administration, and may consider the surrounding Oromia region as impact zone due to the fact that most of the polluted rivers emanated from the city flow to Oromia regional state.
2. Duration of the Assignment: The consulting service intended duration is for 5 months (including the approval process by the WB and Environmental Protection Authority).
3. Objective of the Assignment
The general objective of the Strategic Environmental and Social Assessment (SESA) is to assess and integrate environmental and social considerations into the Addis Ababa City Sanitation Master Plan in a manner consistent with the Ethiopian environmental laws and regulations as well as the World Bank’s environmental and social safeguard policies along with some other relevant international good practices.
4. Scope of Services and Estimated Person/Month input
Environmental and Social Impact assessments are most commonly undertaken for single project when they are usually termed environmental and social impact assessments (ESIAs), but in the case of master plan development, there will be many projects (e.g., centralized, decentralized, etc.,) implemented at different areas in different time and these are likely to be differ from one another in terms of outcomes and impacts. But, typically little is known about the current cumulative impact of these separate developments, which could be substantial even if the impact of each individual activity is small. SESA is a process by which one can assess at a strategic level what the major environmental and social issues are in the catchment today and what the potential issues are in the future that the plan should foresee and attempt to mitigate, taking into account the resource base, development opportunity, and the goals and direction that stakeholders desire.
Total input required = 22 person/month
The Addis Ababa Water Supply and Sewerage Authority (AAWSA), Water and Sanitation Infrastructures Development Division Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:-Core business and years in business, qualification, and experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key staff but not individual experts’ bio data.
The consulting firms should have certificate of competency from Environmental Protection Authority.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest for consulting services.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the Consultant Guidelines. Foreign firms shall have local partner (which has ESIA certificate from concerned organization) in the form of association or joint venture unless and otherwise it cannot be eligible as per the Environmental Protection Authority of the Country requirements
