- Introduction and Background
The Punjab Human Capital Investment Project (PHCIP) aims to achieve qualitative and quantitative improvements in Punjab’s Human Capital Index (HCI) and related indicators. The development objective of the Project is to increase access to quality healthcare services, and economic and social inclusion programs, among poor and vulnerable households in 11 districts in Punjab.
This assignment pertains to the component of Social of PHCIP, which focuses on the capacity building of social mobilizers and Lead Trainers of QAED (Qaed-e-Azam Academy for Educational Development), to raise awareness on pre-defined thematic areas of Public Awareness and Behavioral Change Communication under Social Inclusion for Education. Thematic areas for content development and training include; 1) Quality ECCE, 2) Enrollment in ECCE, 3) Child Safeguarding, 4) Gender Equity and GBV, 5) Clean and Green Initiatives including WASH, 6) Grievance Redressal Mechanism of PHCIP. The assignment shall achieve the following outputs:
- Objectives
PMIU, PHCIP requires the services of a consulting firm to:
- Develop content including training module, trainee manual, community awareness session script and
- Conduct training of 85 Social Mobilizers, Master Trainers, Lead Trainers and Field Officers of PHCIP-OMIU and QAED to raise awareness on pre-defined thematic areas of the Social Inclusion for Education, PHCIP.
- Eligibility Criteria
Firms should provide information about their eligibility and competencies in the following areas:
- The firm should have proven experience of minimum of 10 years of working with the government entities/development organizations and private sector on similar projects

- The firm shall have adequate logistical capacity to conduct social mobilization operations in 11 target districts of PHCIP.
The firm should have professional staff corresponding to scope of work stated in these TOR, please share detail of professional staff.
- Existence as a legal Entity (Legal incorporation or establishment and registration/Registration with relevant tax authorities i.e. Income tax and PRA.
- Not blacklisted by any public or private agency/authority
General Experience: The firm should have proven experience of minimum of 10 years of working with the government entities/development organizations and private sector on similar projects.
- Specific Experience: They should have verifiable experience of completing at-least 3 assignments of comparable scale and complexity completed during last 5 years.

- Availability of technical facilities and equipment to carry out relevant assignments.
- Availability of appropriate skills and staff as per TORs.
- Knowledge of School Education Sector in Punjab to carry out research and employ it to develop social mobilization content & training.

- Weightage will also be given to those applicant firms having experience of working with development partners, INGOs and Public sector Departments of same nature.
- Applicant firms will provide proof of the company/firm’s registration in Pakistan with SECP or relevant professional/regulatory authority etc. (only for local firms) and in case of foreign company/firms, registration with the relevant authority in that country.
- The applicant firms must not be debarred to participate in the competition process by World Bank. Bank’s debarment list will be used for reference.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers -” July 2016 (Revised November 2017 & August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Firms interested to participate in JV should submit information for each partner, which will be assessed independently regardless of capacity/experience of the other partner. Payments shall only be made into JV account
- A Consulting firm will be selected in accordance with the Selection Based on Consultant Qualification (CQS) method set out in the World Bank’s Procurement Regulations dated July 2016, revised 2017 and August 2018.
