The Government of Sierra Leone has received funds from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. The project will support the Sierra Leone Social Health Insurance (SLeSHI) to put in place the appropriate processes for the implementation of the scheme, which will be the driver for attaining Universal Health Coverage (UHC) and sustainable healthcare financing. The consulting services (“the Services”) includes to (i) design facility and provider accreditation standards, (ii) build local technical capacity in health insurance and provider accreditation and auditing to support a sustained quality of care for the insurance beneficiaries, and (iii) design a health insurance management system with embedded matrix for billing and claims management system, including risk management protocols and provider auditing.
The main objective of the assignment is to:
- Design an optimal IT system architecture for SLeSHI which:
- Possesses an end-to-end health insurance management system
- Identifies all relevant databases to interconnect with SLeSHI IT systems and defines the points of integration to ensure full interoperability of said databases with the SLeSHI IT systems
- Design an insurance risk management and provider inspection and accreditation protocols.
The implementation period of the assignment is six months, expected start date is January 2023.

The Integrated Health Projects Administration Unit (IHPAU) now invites eligible and qualified consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms will be shortlisted based on similar reference assignments executed by the firm in the past years. Meaning firms must have executed at least two assignments which are similar in nature, scope and volume to the one for which this REOI is issued. The shortlist assessment will take into consideration firms core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Procurement Regulations.
