Assignment Title: CONSULTANCY SERVICES FOR ESTABLISHMENT OF TELEMETRY SYSTEM IN THE GREATER KUMASI METROPOLITAN AREA (GKMA)

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project – Additional Financing (AF), and intends to apply part of the proceeds for consulting services within the GAMA.

The consulting services (“the Services”) include;

  1. Determination of the feasible boundaries of the GKMA Water Supply Area in relation to the Telemetry set up.
  2. Identification of the locations for the installation of flow meters, pressure loggers, level gauges and other measuring devices for the water distribution regions in the GKMA
  3. Designing of the Telemetry system clearly showing how data will be measured and transmitted from the points of generation to the end user.
  4. Conduct test on the established telemetry system to ensure that the remote devices are logging effectively and providing accurate measurements and that same are being transferred to the end user.
  5. Organization of training programs in multiple disciplines associated with the telemetry investigations, studies and design tasks

The Ghana Water Company Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Brief description of organization including Legal Status
  2. Core business and number of years in business (Minimum 10 years)
  3. General experience of firm (At least 10 projects in Water Demand Management Activities in the WASH and Energy Sector in the last 10 years)
  4. Firm’s experience in similar assignments (At least 5 projects in the establishment of Telemetry in urban water supply related projects in the last 10 years)
  5. Firms experience in Sub Saharan Africa (Minimum 8 years)

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations. The highest ranked firm shall be selected to submit detailed Technical and Financial Proposals in response the ToR of the assignment.

Expressions of interest (EOIs) must be delivered in a written form (one original and two copies) to the address below either in person or by courier at 11:00am local time on 19th October, 2022. Interested consultants shall, in addition, to the written and sealed expressions of interest add a soft copy of their EOIs to facilitate evaluation thereof.
