1. Background  

The Republic of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoF&P) toward the cost of South Sudan Public Financial Management and Institutional Strengthening (PFMIS) Project.   

The Project Development Objective (PDO) is to improve and build capacity for budget preparation and implementation. The project has the following components: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning. 

The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of a part-time Senior Financial Reporting Specialist to provide technical assistance to the Directorate of Accounts in the Ministry. The core objectives of the TA are: (i) review the draft PFM Regulations, reporting process or procedure and recommend changes if necessary to enable sound internal control and reporting framework; (ii) develop templates for the Directorate to produce monthly management reports to improve the regularity of reporting; (iii) provide training on regulatory framework and accounting standards; and (iv) assist in producing backlog Financial Statements from July 2019 onwards.

2. Scope of Work and Responsibilities:

The scope of work for the assignment will cover review of regulatory framework, developing reporting templates, training staff of selected MDAs including the following duties:

  • Assist in developing reporting templates, training staff of selected MDAs;
  • assist in developing Accounting Manual/Chart of Accounts, templates and forms for Journals in accordance with IFMIS requirement
  • Train staff of the Directorate in the various, necessary Conceptual and Regulatory Framework for public sector financial reporting;
  • Train staff of the Directorate in the application of various International Accounting Standards (IPSAS, IAS, IFRS etc.) applicable in the preparation of Financial Statements for the Government of South Sudan;
  • Carry out review of the work of the staff of the Directorate including providing quality assurance;
  • Make recommendations on necessary process or steps that would be required in the preparation of Government Financial Statements that fit International best practices

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:

  • Professionally qualified accountant (ACCA, CPA or equivalent qualification) and a member of an accountancy body which is a member of the International Federation of Accountants (IFAC); 
  • A minimum of Bachelor’s degree in Business Administration, Finance or equivalent;
  • Minimum of 10 years post qualification experience, 5 of which should be in accounting and financial reporting or related functions in government;
  • Experience in preparing financial statements for government
  • Experience in developing PFM Regulations for government
  • Demonstrated ability to build capacity of government officials
  • Working experience in fragile states such as South Sudan will be an added advantage;

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, core values and principles listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

4. Duration:

This is a part- time consultancy contract for a period of two (2) years and may be extended based on need and performance.

5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest

6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

7. The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
