Title: Cost of Providing Roaming Wholesale Services
Description: The new roaming agreement foresees a review report by 30 June 2025, that is a Legislative obligation e. art. 21 of the roaming regulation. The Commission needs a cost model results to review the market and adequacy of the wholesale caps and impact of 5G, also based on BEREC opinion. The review report will need to indicate any need to launch a new legislative revision of wholesale caps, based on the cost model results.The review article requires the Commission to assess in the review report: impact of 5G, ability of operators to recover cost, ability of operators to sustain charging models. The new cost model will include a more complex analysis including the cost of M2M and additional elements (cost model calculations based on capacity rather than consumption).The study is envisaged as a three-step process, each for an approximately 2-year period:— 2022-2023: construct the cost model;— 2023-2025: consultants will assist with any work needed in the negotiations;— 2025-2026: update the model.
