1.       The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Ferghana Valley Water Resources Management Phase-II, Project” and intends to apply part of the proceeds toward payments under the contracts for FVWRMP-II/ICB/4-1 Construction of irrigation wells located in the project areas of Ferghana, Andijan and Namangan Regions

2.       The Ministry of Water Resources of the Republic of Uzbekistan now invites sealed Bids from eligible Bidders for Construction of irrigation wells located in the project areas of Ferghana, Andijan and Namangan Regions.

3.       Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4.       Interested eligible Bidders may obtain further information from the Center for implementation of foreign investment projects in the water sector, Mr. Bakhtiyor Yunusov, piu.fwrmp@gmail.com and inspect the Bidding document during office hours 09:00 to 18:00 (Tashkent time) at the address given below.

5.       During the first week of April 2023, the PIU will arrange the site visits for interested Bidders. The interested Bidders should submit a written request for site visit, including the names of their representatives. The Bidders, who purchased the Bidding Documentation, will be notified on the date and time of site visit.

6.       The PIU will arrange a pre-bid meeting four weeks after publication of the Special procurement notice. The Bidders, who received the Bidding Documentation, will be notified on the date and time of the meeting

7.       The Bidding document in English and Russian can be received by interested eligible Bidders upon the submission of a written application to the address below. The application should indicate the full information of the interested organization (name of representative, contact details: e-mail and local mobile/office number).

8.       Bids must be delivered to the address below on or before 15:00 o’clock (Tashkent time)
April 24, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15:05 o’clock (Tashkent time) April 24, 2023.

9.       All Bids must be accompanied by a Bid Security of 500,000 (five hundred thousand) United States Dollars or 5,668,000,000.00 (five billion six hundred and sixty-eight million) Uzbek Soums or equivalent in any freely convertible currency;
