REQUEST FOR EXPRESSIONS OF INTEREST

Position: Consultancy services for Procurement specialist for Boosting inclusive growth for Zanzibar– Individual consultant.
This request for expression of interest follows the General Procurement Notice for the Boosting of Inclusive Growth for Zanzibar Project (BIG-Z) that appeared in the UN Development Business online on 6-Feb -2023.
The Revolutionary Government of Zanzibar through the United Republic of Tanzania has applied for financing from the World Bank toward the cost of the Boosting of Inclusive Growth for Zanzibar Project (BIG-Z) through IDA -P69140–TZ and intends to apply part of the proceeds for consulting services under the contract for Procurement specialist for Boosting inclusive growth for Zanzibar.
The Principal Secretary, President’s Office, Finance and Planning now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are;
- The Procurement Specialist shall have a University Master’s degree or Bachelor degree in any of the relevant disciplines including engineering, procurement, commerce, accounting, law, business or finance with relevant knowledge in procurement.
- She/he must have a minimum of ten (10) years post qualification experience in managing procurement activities in civil engineering works (roads/buildings/civil infrastructure), and contracts supervision and management.
- Experience of not less than eight (8) years working as a procurement expert/specialist on the donor financed projects, out of which at least five (5) years must have been on procurement of works, goods and consultancy services on the World Bank funded projects/programs;
- The candidate should be eligible and have no Conflict of Interest as per Bank's Procurement Regulations
- Preferred to have a knowledge of using Systematic Tracking of Exchange in Procurement (STEP)
- Computer proficient including experience on use of various office packages to prepare and submit procurement/engineering reports and documents as well as record keeping.
- Fluency in written and spoken English is required.
Scope of Assignment: The consulting Services (“the services”) include Provide support to PMT in the preparation and updating procurement plans as well as ensuring efficient implementation of all procurement activities for the BIG-Z project; Prepare and publish general and specific procurement notices/ request for expression of interests (REOI) on UNDB Portal of the World Bank through STEP; BIG-Z Website; and Public Gazette, and thereafter Request for Proposals (RFP) and Request for Bids (RFB); Provide support and Assist PMT in achieving compliance with all procedures for procurement according to World Bank Procurement Regulations, Public Procurement and Disposal of Public Asset Act 2016 and various Regulations issued by the RGoZ as applicable; Implement a capacity building program to BIG-Z PMT Procurement and Technical staff in various processes of procurement and contract management regarding procedures of the World Bank (WB) and Revolutionary Government of Zanzibar (RGoZ), and use of WB’s Systematic Tracking of Exchanges in Procurement(STEP) during implementation of BIG-Z Sub-projects.

Duration of the Assignment: The assignment shall be for twelve (12) Calendar Months with a possibility of an extension should the project require further services of a procurement expert and upon satisfactory performance and the project needs.
Duty Station: will be in the President’s Office, Finance and Planning – Zanzibar.
The attention of interested consultants is drawn to section III, paragraph 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s Policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (IC) method set out in the Procurement Regulations.
Only short-listed individuals shall be invited for interview.
