Scope of Work

The Consultant will be primarily responsible to support the PMO to ensure compliant, efficient, and effective contract management and administration through the contract life cycle for projects under Tranche 2 of SHHIP. He/she will be stationed in the PMO Office in Goroka, will visit the highlands as needed, and will advise and assist in all contract management matters, and help to strengthen management teamwork, and work closely with supervision consultants, civil works contractors, DOWH/PMO Project Managers, and PMO team. He/she will continuously monitor the implementation of civil works contracts, ensure that the works are undertaken as per the scope of work/specifications forming part of the contracts and any potential delays are avoided through collective discussions and Employer’s interventions. The Consultant will help the team to ensure that the contracts are completed within approved time and cost.

Detailed Tasks and/or Expected Output

The Consultant shall be responsible for the following key tasks that include, but not limited to:

• Ensure that the detailed design, construction and rehabilitation of the bridges are carried out within the timelines as per the respective contracts. In case there are delays in completion of detailed design activities or should there be delays in construction/rehabilitation activities, assist and advise the PMO in issuing necessary instructions/notices to the Supervision Consultants and the Contractors to fast track these activities; • Work with the supervision consultants and contractors to ensure that the works are progressing as per the technical requirements of the contracts, ensure full and timely contract compliance at all times; • In consultation with the International Bridge Engineer, ensure that the provisions in the contract documents (especially the “Employer’s Requirements”, the work program, mobilization schedule, and cashflow statements submitted by the Contractors) are adhered to by the Contractors and Consultants in detailed design and construction/rehabilitation of bridges; • Advice PMO about the potential delays and cost overruns and other deviations from technical specifications and contractual requirements and assist in issuing necessary instructions/notices to take corrective measures; • In consultation with other specialists, assist the Employer in (a) issuing necessary instructions to the “Engineers” or contractual letters/claims, etc. concerning implementation of the contracts and to take corrective actions, (b) in reviewing contractor’s variations, extension of time, and other claims under the contract, (c) reviewing monthly IPCs and endorsing payments as per the contracts; • Work with the PMO in the contract management and administration stages including contract implementation, works supervision, monitoring and reporting, computation of milestone-based payments to ensure that the payments relate to the completed works as per the specifications, communications with contractors, assessing suggested contract variations; • Review the tasks (TORs) of the supervision consultants and ensure that all site staff of CSC assigned for various activities carry out their duties as required under their respective terms of reference and comply with all contractual requirements; • In conjunction with the Supervision Consultant’s team, and in accordance with the requirement of the contract; establish standards of conduct and performance, levels of authority and line of communication with the contractor on site; • Prepare necessary reports covering contractual issues including providing information for the monthly and quarterly reports of PMO/DOWH; • Design and operationalize a contract document management system; • Strengthen capacity of PMO and DOWH staff in all contract management matters, ensuring that they have a sound understanding of required systems and good practices;
The consultant shall provide monthly and quarterly monitoring reports and other reports as may be required by the PMO.
Outputs and Reporting Requirements:
The Consultant shall submit the following reports/information:
• Monthly report (maximum three pages), by the 10th day of the following month, outlining all the tasks performed in accordance with the contract for each reporting period and recommended measures to be implemented by DOWH/PMO for improving contract management in SHHIP • Information for inclusion in the monthly and quarterly reports of PMO/DOWH • Written input as necessary for review, reporting, or evaluation, and as requested by PD or other PMO team members

Minimum Qualification Requirements

The Consultant will have a background appropriate to the tasks and output as stated in this document. He/she should have at least:

• Degree in civil engineering, preferably masters degree from a recognized university; • Should have sound knowledge on design and construction of bridges and other structures including tunnels; • Should have experience in FIDIC based contracts, preferably in FIDIC Yellow Book Conditions of Contract or EPC (turnkey) or BOT/DBFO or lumpsum form of contracts • Have good and comprehensive knowledge of modern engineering technology as it relates to the design, construction, rehabilitation and maintenance bridges and structures. • 20 years’ experience in dealing with implementation of road/bridge projects, various contractual issues (such as variations, extension of time, claims, arbitration, etc.) including demonstrated ability to manage and monitor contracted works; • Demonstrated skills in document management systems • Excellent verbal and written communication skills; and demonstrated high level skills as trainer, coach and mentor for changed behaviour.
