Republic of Sierra Leone has received financing from the IDA toward the cost of the Regional Disease Surveillance Enhancement (REDISSE) Project and intend to apply part of the proceeds to cover eligible payment for the Preparation of the Project ICR.  The objective of the assignment is to:

    1. Document the progress made towards achievement of the PDO,
    2. assess the effectiveness of project design, including results framework, governance, and institutional arrangements,
    3. assess the efficacy of project implementation by component, in terms of achievements, challenges and performance of stakeholder’s support,
    4. Document the Project contribution to the response of the COVID-19 Pandemic etc.

The consulting services (“the Services”) include: To assess the relevance/appropriateness of the theory of change of the project; Assess the effectiveness of activities and achievement of targets/outcomes; Assess the project’s achievements in relation to the project’s objectives and intended results.The duration of the assignment is  sixty working days  and it expected to start date in July 2023. The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services.  The shortlisting and selection criteria shall be based on evaluating the following qualification and experience of candidates in order to hire the most qualified candidate:

Qualifications

  • Master's or equivalent degree in Medical Sciences, Epidemiology, Public Health, or any other related field.
  • Additional training in M&E will be desirable

Experience

  • A minimum of five years of experience in preparation, implementation, and evaluation of public health projects in the Africa Region.
  • Experience with the implementation/ evaluation of World Bank financed projects is highly desirable.
  • At least 2 years’ experience in health systems strengthening for health security in at least two of the four core technical domains (surveillance and information systems, laboratory capacity, planning or implementing outbreak response, human resource management or training health security cadres).
  • Knowledge of IHR (2005) and associated processes (JEE, Benchmarking, NAPHS) is essential.
  • Knowledge of One Health and experience working across sectors is essential.

Key skills

  • Excellent writing, verbal communication and visual media presentation skills are required

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants will be selected in accordance with  Individual Consultant Selection  Method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Jan 2011, revised July 2014).
