1. Background  

The Republic of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoF&P) toward the cost of South Sudan Public Financial Management and Institutional Strengthening (PFMIS) Project.   

The Project Development Objective (PDO) is to improve and build capacity for budget preparation and implementation. The project has the following components: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning. 

The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of an IT Consultant to support assessment of the Ministry’s ICT technological requirement and implementation of South Sudan Integrated Financial Management System and the national payroll system.

2. Scope of Work and Responsibilities:

The scope of work for the assignment will entail collaboration with the relevant Directorates of the MOFP that are responsible for PFM business processes, PFM Reform and Project Management. The Consultant will: (i) Assess the Client’s IT infrastructure, the data centre, other associated hardware and advise on their short and long term survivability through appropriate recommendations; (ii) Provide indicative costs of hardware/software and peripherals and telecom connectivity required to achieve appropriate level of scalability, availability, integrity, performance and recoverability consistent with IT best practices; (iii) Review the IT governance structure and recommend appropriate framework for managing/supporting IFMIS and Payroll System; and (iv) Develop the ICT hardware and software requirements, technical specifications and draft appropriate bidding documents (RfB) to solicit bids for IT hardware and software upgrade at the MOFP datacenter.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:

  • A degree in Computer Science/Software Engineering/Information Systems/Information Technology or any related field with at least 5 years of experience in implementing assignments of similar nature, complexity and magnitude. A Master’s degree in the relevant field will be an added advantage.
  • At least 2 years of relevant experience in information technology infrastructure
  • Experience of IT projects in public sector /Government with at least two (2) IT or related projects in Africa region involving IT infrastructure (ICT) implementations in the last 5 years;
  • Knowledge and expertise or certifications in virtualized IT systems.
  • Must have experience in bidding processes for procurement of ICT Equipment and Systems in accordance with World Bank or other international development agencies procurement guidelines.
  • Must have experience of performing designs, development, implementations, quality assurance and assessment reviews of Government IT systems from a functional and technical perspectives.
  • Knowledge and experience in training and capacity building, hand holding and working for empowerment of client team in Government IT environments or related e-Government initiatives in Africa Region
  • Working experience in South Sudan or similar environment will be an added advantage;

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

4. Duration:

This is a part- time consultancy contract for a period of One (1) year and may be extended based on need and performance.

5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest

6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

7. The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
