1. Background  

The Republic of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoF&P) toward the cost of South Sudan Public Financial Management and Institutional Strengthening (PFMIS) Project.   

The Project Development Objective (PDO) is to improve and build capacity for budget preparation and implementation. The project has the following components: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning. 

The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of a Technical Assistant (TA) to Support Implementation of a National Electronic Payroll System.

2. Scope of Work and Responsibilities:

The scope of work will entail working with the Ministry of Public Services and Human Resource Development (MoPS&HRD) to roll out an electronic and biometric data nationwide. The TA shall:

  1. Provide functional and technical support towards the development of user requirements of the Human Resource Management Information System (HRMIS).
  2. Provide technical inputs and support towards the procurement processes of the HRMIS.
  3. Provide support to the definition and preparation of the implementation strategy for the HRMIS.
  4. coordinate all the activities of the implementation of the National biometric payroll system at the national, states and counties for effective implementation and rollout of the system.
  5. Monitor and ensure that the system being implemented builds capacity within the MoPS&HRD and locally to meet the requirements for managing the payrolls in South Sudan.
  6. Liaise with other Ministries, Departments and Agencies to ensure that they participate and play their respective roles in the implementation of the system.
  7. Provide continued support, coaching and mentoring at national, state and county levels for effective change management and implementation of the project.
  8. Facilitate the review of legacy payrolls at the national, states and counties level including verification of staff identities and approved civil service positions for the purposed of the Electronic Payroll and biometric data system.
  9. Facilitate the review and unification of the Salary Scales and Structures.
  10. Participate in the review of the Salary Structures of independent public institutions
  11. Participate in the review and development of scheme of records of civil servants and organize forces, unified filing system and safe archives for MoPS&HRD based on computerized management system and backups.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:

  • Bachelor’s degree in Public Administration, IT Engineering, Economics, Mathematics, or related areas.
  • At least 5 year’s working experience in Technical Lead/IT Project management, implementing ERP system in large scale environment, or Technical lead/Project management of Human Resources Management (private or public sector).
  • At least one experience implementing Payroll or Human Resource Management projects in public sector.
  • Experience in public administration in South Sudan is desirable.
  • Experience of capacity development and coaching of technical staff, especially at leadership level and middle administrative level.
  • Knowledge of mandates of key national and international institutions at bilateral and multilateral levels partnerships.
  • Competence in computerized office applications, data basing and visualization software, including faster adaptation of new updates on e-governance.
  • Professional command of written and spoken English with excellent communication and interpersonal skills.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

4. Duration:

This is a part- time consultancy contract for a period of One (1) year and may be extended based on need and performance.

5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest

6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

7. The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.  Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
