Assignment Title: To Hire a Graphic Designer

1. Introduction                               

The Global Partnership for Education (GPE) has approved a US$5.6 million Grant for the Ministry of Education (MoE) to support the implementation of the Liberia Learning Foundations (LLF) project. The Ministry of Education, in an effort to address the widespread lack of curriculum materials for emergent literacy and play-based learning, intends to use part of the fund available under the Grant to develop context-relevant and age-appropriate ECE readers using local contents.

3. The objective of the Assignment

The objective of this assignment is to provide graphic designs for 25 children readers under the Liberia Learning Foundation Project sub-component 1.2. Specifically, the aim of the assignment is to develop and provide context-relevant, age-appropriate graphic designs for 25) locally developed curriculum-based ECE readers to support the work of ECE Master Trainers by localizing the graphics and preparing the 25 readers content expected to be used by ECE. These readers will be made available by the MTs for the consultant to carry out this assignment.

4. Scope of Service

The consultant will develop, layout and graphics for each of the readers based on lessons context, taking into consideration age, gender and cultural appropriateness.  Digital copies (soft versions) of the graphics will be delivered to the Ministry of Education in Monrovia.

6. Duration

Reporting and Time Schedules for the Assignment

  1. The duration of the proposed assignment is 6 weeks;
  2. The consultant will report to the Deputy Project Coordinator & Technical Lead of the LLF Project through the Sub-Component Focal Person.

7. Qualifications of the Consultant:

The consultant must have:

  • At least a Bachelor’s degree in Communications, Graphic Design, or related field.
  • Minimum of three years of relevant work experience in Graphic Design.
  • Possession of creative flair, versatility, conceptual/visual ability, and originality.
  • Demonstrable graphic design skills with a strong portfolio.
  • Up to date with, and highly skilled in graphic design software (In Design Illustrator, Photoshop, Adobe InDesign, Adobe Bridge, Adobe Acrobat, Adobe Illustrator, Adobe Photoshop, and other graphic design software. etc.).

8. Selection Criteria:

  • Response to the Selection Criteria.
  • Curriculum Vitae of the consultant highlighting relevant experiences for the proposed assignment.
  • Outline of proposed methodology and approach to carrying out the assignment.
