  1. The Government of Liberia has received a grant, equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years.  The Ministry of Education (MoE) is the IRISE Project implementation agency responsible for project execution and results monitoring. The implementation is overseen by the Ministry’s Senior Management Team (SMT). The project is structured into 5 major components, with each of them subdivided into several subcomponents. Subcomponent 3.3 of the project seeks to i) provide opportunities for the acquisition of digital skills and competencies at the senior secondary level to ensure that students leaving senior secondary school possess the needed digital literacy skillset critical to a successful participation in the 21st Century labor market; and ii) equip teachers and school administrators for the integration of ICT in teaching at the senior secondary school level. To this end, the Ministry of Education intends to use a portion of the grant amount to hire the services of a firm to supply, deliver, install, and commission a Digital Learning Platform (Hardware & Software Solution) and Solar Power in 156 Public and Community Senior Secondary Schools (SSS) in Liberia, from Grades 10-12.

The Ministry of Education now invites sealed bids from eligible bidders for the Supply, Delivery, Installation, and Commissioning of Digital Learning Platform and the procurement of devices to support the implementation of the digital learning solution - (Hardware & Software Solution) and Solar Power in 156 Public Schools in Liberia as detailed in below:

NOTE TO THE BIDDERS:

Bidders are permitted to bid for any lot or all lots corresponding to both phases and are expected to provide a single document encompassing the specific lot(s) that includes both phases. However, bidders must quote for all items within a lot or lots for which a bid is submitted. Evaluation of bids will be conducted simultaneously for all lots in both phases. The contract will be awarded to the Most Advantageous Evaluated Bidder taking into consideration the combined proposal for both phases. However, it is important to note that the contract will ultimately be awarded based on Phase 1. The implementation of Phase 2 contract will be contingent upon the satisfactory completion of Phase 1 and the availability of funding.

Bidding will be conducted through Open International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 and revised November 2017 and August 2018 and Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following:  
      1. Documentary evidence establishing Bidders Eligibility (i.e.
        1. Statutory Registration Certificates,
        2. Tax Clearance, and
        3. PPCC Vendor Registration [Local Bidders only], all shall be valid by the time of bid opening
      2. Documentary Evidence Establishing Goods Eligibility
      3. Company Profile
      4. Notarized Power of Attorney of the Person Signing the Bid
  1. All Bidders should quote separately for both phases, but in a single document, for all Items in a lot for both phases, if applicable. Any Bidder that does not quote for both phases for all items applicable in a lot shall be treated as incomplete bid. A Bidder must as well demonstrate that it meets the qualification criteria for the supply, delivery, installation and commissioning of all items. A bidder may quote for one or more lots depending on their capacity to meet the requirements specified in the RFB.
  1. Interested eligible Bidders may obtain further information from the Office of the Project Coordinator, IRISE at the Ministry of Education and inspect the Bidding document during office hours at the Office of the Project Coordinator, IRISE at the Ministry of Education from 0900 to 1700 hours local time on working days (Monday to Friday) at the address given below.
