  1. The Government of South Sudan through the Ministry of Finance and Planning (MoFP) has received financing from the World Bank toward the cost of South Sudan Public Financial Management and Institutional Strengthening (PFMIS) Project, and intends to apply part of the proceeds toward payments under the contract for Supply, Installation, Configuration, Networking and Commissioning of ICT Hardware and Software for IFMIS Data and Training Centre. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

2. The Ministry of Finance and Planning now invites sealed Bids from eligible Bidders to tender for the Supply, Installation, Configuration, Networking and Commissioning of ICT Hardware and Software for IFMIS Data and Training Centre with following items:

Detailed description of the goods and related services have been provided in the schedule of requirements in the bidding document.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Project Manager (PFMIS), Project Management Unit, Ministry of Finance and Planning (MoFP), Juba, South Sudan. Email: procurement.pfmis@gmail.com and inspect the bidding document during office hours from 8:00 AM to 5:00 PM South Sudan local time at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of United States Dollars One Hundred (US$100) or equivalent in South Sudanese Pounds. The method of payment will be by Bank Transfer. The details of the bank will be provided upon receipt of application letter. The document will be sent by electronic email.

6. Bids must be delivered to the address below on or before 28th September 2023 at 10:00 AM South Sudan local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend in the Conference Room at the address below at 10:00 AM South Sudan local time on 28th September, 2023.

7. All Bids must be accompanied by a Bid Security of Twenty Thousand United States Dollars (US$20,000).

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
