The Government of Senegal (“Government” or “GoS”) has been selected for the Millennium Challenge Corporation (“MCC”) grant, referred to as the Compact, and plans to allocate a portion of the fund's proceeds to payments for contracts for goods, works and services. The Compact includes an MCC investment of approximately $550 million and an additional Government contribution of $50 million for a total amount of $600 million. It includes three projects:

The Project "Modernization and reinforcement of the Senelec transmission network" which aims to supply quality electricity from the least expensive sources available so that Senelec can meet the growing demand on the interconnected network in Senegal;
The “Expanding access to electricity in rural and peri-urban areas” project, which aims to increase the supply and demand for quality electricity in rural and peri-urban areas of Senegal;
The "Conducive Environment and Capacity Building of Electricity Sector Stakeholders" Project, which aims to create a framework conducive to improving the financial viability and good governance of the sector for the supply of electricity in quality and quantity.
Any payments made by MCA-Senegal II under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and disbursement of MCC Funding. No party other than the Government and MCA-Senegal II may avail itself of the Compact, nor claim the proceeds of the MCC financing.

The Compact and related documents are available on the MCC website ( www.mcc.gov ) and on the MCA-Senegal II website ( www.mcasenegal.sn ).

This specific notice complements the general procurement notice which was published on the MCA-Senegal II website ( www.mcasenegal.sn ), on dgMarket, in the local press "le Quotidien" and "le Soleil". , and in UN Development Business (“UNDB”), respectively as of May 10, 2023.

MCA-Senegal II intends to use part of the resources to pay the costs related to this project, and this, according to the terms of the said Compact, including the restrictive rules of use and the conditions for disbursement of MCC funds.

MCA-Senegal II hereby invites you to submit your sealed bids for “The acquisition of a document management system (archiving system and physical mail)” according to the attached technical specifications. The request for quotations must be made according to the procedures for requesting quotations as defined in the MCC Procurement Guidelines.

The market is in single and indivisible lot.

The prices indicated must be in CFA Francs excluding tax excluding customs (HT-HD).

The period for performance of the services is a maximum of one hundred and twenty (120) calendar days after signature of the Contract:

20 calendar days for the presentation of the software;
30 calendar days for deployment of mail management and archiving software;
20 calendar days for updating and integrating missing features;
15 days for a UAT (User Acceptance Test);
15 days for delivery of the final version;
15 days holding of the training session;
5 days for the training report.
Quotations (clearly indicated with the reference and description of the Request for Quotations) must include:

A closed “ technical offer ” envelope and;
A closed “ financial offer ” envelope.
The two sealed envelopes, each containing one (1) original and three (3) copies, must be placed in a sealed envelope to be delivered no later than September 12, 2023 at 11 a.m. (local time), to the following address:
