1. The Government of India has received financing from the World Bank toward the cost of the Assam Inland Water Transport Project, and intends to apply part of the proceeds toward payments under the contract for “Procurement of 3 (three) FRP twin engine speed boats for hydrographic survey on the river Brahmaputra equipped with equipments for Acoustic Doppler Current Profiler (ADCP) and Dual Frequency Single Beam Echo Sounder”.
2. The Assam Inland Water Transport Development Society now invites Bids from eligible Bidders for “Procurement of 3 (three) FRP twin engine speed boats for hydrographic survey on the river Brahmaputra equipped with equipments for Acoustic Doppler Current Profiler (ADCP) and Dual Frequency Single Beam Echo Sounder.”
Delivery Period :150 days
Place of Delivery :Dhubri, Guwahati and Majuli (one for each location)
3. Bidding will be conducted through national open competitive procurement procedure agreed with the World Bank, and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 ,Revised November 2017 , August 2018 and November 2020” (“Procurement Regulations”). In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
4. The bidding document is available online on 11/11/2023 (Website : www. assamtenders.gov.in and www.aiwtdsociety.in). Bidders will be required to register on the e-tender portal of the Assam Govt. www.assamtenders.gov.in and participate through e-tender portal only. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://assamtenders.gov.in
6. Bids must be submitted online on https://assamtenders.gov.in on or before the deadline for submission of bids, and will be opened online at the specified time and date for opening of bids, as given above. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.
7. All Bids must be accompanied by a bid securing declaration as per form provided in Annexure –A -Bid Securing Declaration in the RFB.
8. The Bidders are required to submit (a) Original Power of Attorney to Sign the Bid (b) Original Bid Securing Declaration as per the format to the Office of the Assam Inland Water Transport Development Society, (AIWTDS), Near Ulubari Flyover, GUWAHATI – 781007, Assam (hereinafter referred as “the Employer”) before the bid submission deadline, either by registered post/speed post/courier or by hand.
9. A virtual pre-bid meeting will be held on 22/11/2023 at 11:30 Hour at the office of Assam Inland Water Transport Development Society, (AIWTDS), Near Ulubari Flyover, GUWAHATI – 781007, Assam to clarify the issues and to answer questions on any matter that may be raised at that stage. Bidders are advised to download the Bidding Document prior to the pre-bid meeting in order for the Bidders to have a good understanding of the goods to be supplied and scope of related service under this contract for discussion and clarification at the pre-bid meeting. Bid Documents shall be available on https://assamtenders.gov.in and AIWTD Society website https://www.aiwtdsociety.in. The interested bidders who wish to participate in the pre-bid may send the name & email ids of authorized representatives to this office email id : dir.iwtds-as@gov.in on or before

21/11/2023 by 1600 Hrs. The participants who wish to attend the virtual pre-bid meeting shall submit their queries (if any) before 21/11/2023.
