Description:

The United States Agency for International Development (USAID) Mission to West Africa intends to make a noncompetitive modification to Tetra Tech ARD Task Order #: 72062419F00001, Municipal Water, Hygiene and Sanitation (MuniWASH), for the purpose of extending the period of performance by one year to September 15, 2025, with no increase to the Total Estimated Cost (TEC).

The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states: “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” This authority pursuant to AIDAR 706.302- 70(b)(5) may be used for: “An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays." 

Tetra Tech was awarded the above referenced Task Order under the Making Cities Work IDIQ Contract #: AID-OAA-I-14-00059 and has provided highly specialized services to the Governments of Benin and Cote d’Ivoire. The current award period is September 16, 2019 – September 15, 2024, with a TEC of $18,320,649. USAID/West Africa intends to extend the period of performance to allow the contractor to complete work that was delayed due to COVID crisis in years 2020 through 2021 which resulted in critical regression of achievement in results across borders in both Benin and Côte d’Ivoire, putting some of the activities on pause.

This modification will extend the task order for 12 months beyond the current completion date of September 15, 2024, resulting in a new end date of September 15, 2025. Under this action, the contractor, Tetra Tech, will continue to provide improved and expanded water and sanitation services to fill critical needs and to reach unserved populations in Benin and Cote d’Ivoire.

This additional effort will consolidate gains made with municipalities, service providers capacity building and enhance market-based sanitation activities scaled-up by expanding and diversify pro-poor services including household loan to facilitate household access to the Water Division in Benin (SONEB PIP) network and latrine models for climate resilience, resulting in assurance that thousands of people will begin receiving improved service quality from an existing basic drinking or safely managed water service as a result of United States government (USG) assistance.

This notice of intent is not a request for competitive proposals. As a result, no solicitation package will be issued for the extension in time.
