Introduction

1. The United States of America acting through the Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a US$600,000,000 Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia through three projects: the Green Prosperity (“GP”) Project; the Community-Based Nutrition to Prevent Stunting Project; and the Procurement Modernization (“PM”) Project. The Government of Indonesia, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”) intends to apply a portion of MCC funding to eligible payments under a contract for which this Request for Qualifications is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding. . Background of the Assignment .

2. The Compact entered into force on April 1st, 2013 and shall remain in force for five (5) years. The Millennium Challenge Account Indonesia (MCA Indonesia) is the accountable entity to implement the Program and to exercise and perform the Government’s right and obligation to oversee, manage and implement the Program, including without limitation, managing the implementation of Projects and their activities, allocating resources and managing procurements. . MCA-Indonesia has recruited an external firm with MCC funds to serve as the Procurement Agent, which has the overall responsibility to manage and execute all procurement activities under the Compact as required by MCA-I. .

Objectives of the Assignment.

3. As the Accountable Entity, MCA-Indonesia intends to apply a portion of MCC funding to hire short term technical local and international experts to serve as Technical Evaluation Panel Members to undertake evaluation of bids/proposals in accordance with the MCC Program Procurement Guidelines. . Scope of Work .

4. MCA-Indonesia is therefore seeking local and international short term technical experts to serve as evaluation panel members on the various procurements MCA-I will manage under the Compact activities defined at: http://www.mcc.gov/pages/countries/program/indonesia-compact . Qualifications .

5. Interested experts will be evaluated based on the following qualifications:
• Minimum Bachelor level degree or equivalent.
• Fluent in English (reading, writing, speaking).
• Experience or participation in review/evaluation of bids/proposals (preferred)
• Expertise in one of the following fields:
o Program Management o Environment, especially in the field of renewable energies, management of natural resources and low-carbon programs
o Procurement o Monitoring and Evaluation
o Health, especially in the field of nutrition and sanitation
o Finance specialist to analyze financial statement and/or Business Information Reports o IT specialist

Duration and Place of Performance .

6. MCA-Indonesia will require experts on an as-need basis as the procurements are launched. The need for local or international experts will be determined based on the complexity of the requirement. Panel members should be full time assigned to the evaluation which could be 5 days or more but dependent on the specific procurement. In case of a procurement where two stages are required, technical and financial evaluation, the panel member should be available for both stages. . How to Apply .

7. MCA-Indonesia hereby invites interested Individual Experts to submit their Curriculum Vitae (CV) and other documents identified below (Section 8). .

8. Interested Individual Experts shall also submit the following (in English only): . (i) Curriculum Vitae (“CV”), using the CV template provided by MCA-Indonesia, detailing the consultant’s professional qualifications, areas of expertise, and experience carrying out similar assignments. . (ii) Professional references (at least three (3) referees) with contact details, including a valid email address. . (iii) Proof of all professional qualifications and work experience indicated in the CV may be requested to the selected consultants. . Submission Date and Time .

9. Interested Consultants shall submit their CVs either electronically to the email address below or in hardcopy the address below on or before 12 August 2013, 15:00 p.m., Jakarta local time. 11. Individual Experts will be selected following the Individual Consultant Procedures as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines) 12. Individual Experts’ CVs and related documents will be evaluated to determine if they meet the qualifications requirements stipulated in Section 6 (above). The education, adequacy for the assignment and language requirements will be evaluated. .

13. MCA-Indonesia is following the procedures according to the Program Procurement Guidelines and as specified for Individual Consultants Selection. The consultants are requested to submit Expression of Interest including the consultant’s experience and competence relevant to the assignment. No Financial Proposals needs to be submitted at this stage. MCA-I will review the applications and constitute a pool of prequalified individual experts for each project. When a specific procurement will be launched, prequalified individual consultants with appropriate expertise in the field of the procurement will be contacted and a contract for the short term assignment will be negotiated and a fixed-price contract signed for an agreed number of days with the technical expert. .

14. As result of the evaluation process, MCA-I will create a short list of potential candidates who will be notified if and when needed and on short notice to assist with the evaluation of bids and/or proposals. .

15. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and may cancel the selection process at any time without providing any justification to the Consultants. . Bid Challenges .

16. MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant that claims to have suffered or that may suffer loss or injury due to a breach of a duty by MCA- Indonesia in the conduct of this procurement. MCA-Indonesia will be following the interim Bid Challenge System as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines). . Any bid challenge shall be submitted in writing (may be in electronic form) to MCA-Indonesia within five (5) working days of when the contractor, supplier or consultant submitting the bid challenge became aware, or should have become aware, of the circumstances giving rise to the bid challenge. Unless the bid challenge is resolved by mutual agreement, MCA-Indonesia shall, within fifteen (15) days after submission of the bid challenge, issue a written decision stating the reasons for the decision and, if the bid challenge is upheld in whole or in part, indicating the corrective measures that are to be taken.
