In the spring of 2024, Norad will switch to its own ICT platform (Microsoft Azure, supplied by Intility), and this will give it a greater scope for its own development than before. We are also halfway through our strategy period, and in the implementation of our digital target picture, and have many challenges to be solved going forward, of which technology is a component. This applies particularly to the areas of communication and streamlining of administration. Norad therefore wishes to enter into a framework agreement with a strategic consultancy and development partner for bistandsresultat.no, self-developed digital solutions, data and analytical models for a period of 2+1+1 years. The agreement shall include expertise within, but is not limited to: • project management and process consulting • architecture • design and user experience • development (frontend and backend) • information management and security • test and will cover, among other things, management of bistandsresultat.no, and internal tools (for example Intranet (SharePoint) and various Microsoft Power Apps). In addition, over the next few years we will have to work on replacing some of Norad's management applications that are technically outdated and proprietary, as well as expanding the coverage of system support for our core tasks (grant management). A complicating factor is that these systems are also used by the Department of Foreign Affairs, and the Department of Foreign Affairs' embassies, which are not on the same ICT platform as Norad after spring 2024. Finally, Norad is a knowledge organisation, which in future wants to use the data we have today ( both in structured and unstructured form, preferably reports) better in administration. This means in connection with work processes, knowledge generation and evaluation. For both of these two topics, assignments will be added during the agreement period.
