According to the Law no. 180/2011, the National Integrity Commission of the Republic of Moldova (hereinafter called - NIC) represents an independent and autonomous central public authority and is responsible for ensuring an effective control over the incomes and properties of holders of public office and the compliance of the latter with the legal regime of conflicts of interest and incompatibilities. Moreover, NIC is responsible for setting Guidelines on how to fill in the declarations of income and property and personal interests and how to solve conflicts of interests and incompatibilities cases. UNDP Project “Strengthening Capacity of the National Integrity Commission of Republic of Moldova” based on the assistance request by NIC aims to contribute to prevention of corruption phenomena in the Republic of Moldova by strengthening its capacities.

More specifically the Project is intended to develop institutional capacity of the NIC and create an enabling environment for the NIC. In order to create an enabling environment the Project aims to support the development of partnerships between NIC and institutions responsible for the training of public servants, judges and prosecutors, as the capacity building of these specific public office holders in the field of asset declaration, conflicts of interests and incompatibilities constitutes a modality of growing intolerance towards corruption within the public sector. In this sense, these partnerships concern directly the Academy of Public Administration and the National Institute of Justice who are responsible for conducting trainings for the above mentioned subjects.
 

Rationale

The necessity of the creation of a cooperation platform between NIC and Academy of Public Administration on the one hand and National Institute of Justice on the other hand is set forth in different strategic policy documents, for instance the National Anticorruption Strategy for 2011-2015 and its Action Plan for 2014-2015 and Government’s Decision on approval of additional measures to the National Program of Implementation of Republic of Moldova - European Union Action Plan in the field of visa liberalization and aims to develop intolerance towards corruption. Thereby, the project aims to support the elaboration of relevant training modules on integrity and conflict of interest into its training curricula of national Institute of justice and Academy of Public Administration.

The scope of the service is to provide NIC on the one hand and NIJ and Academy of Public Administration on the other hand with high level technical support in development of the relevant training modules and hand-out materials support on integrity issues (i.e. declaration of assets, conflicts of interests and incompatibilities).
