Objective and Purpose of the Assignment

   
Capacity Development Technical Assistance Project Consultant will be engaged by the National Water 
Supply and Drainage Board (NWSDB) to provide technical assistance on the capacity development 
related activities under the 24 months technical assistance provided by the Asian Development Bank, 
with the ultimate objective of achieving higher institutional efficiency while maintaining service 
quality and greater accountability in NWSDB.

CDTA consultant will need to be engaged for about 24 months with a total input of 70 person months 
(27 international and 43 national). The CDTA consultant is expected to be mobilized by the 
beginning of October 2015.

The impact of the project will be improved sustainability of water supply and sanitation services 
provided by NWSDB to Sri Lanka community. The project will enhance the capabilities of NWSDB in 
several functional areas and it will consequently contribute to improve water and sanitation 
services. The project outputs will be review of overall institutional structure of NWSDB, enhance 
Planning and Design Division and Non-Revenue water management and institutionalizing the monitoring 
and regulation functions and environmental and social functions.

The overall objection of the assignment is to assist NWSDB to enhance its institutional 
capabilities by restructuring the current institutional structure, establishing a regulatory 
division to maintain the standard, quality and operations, capacity building in Planning and Design 
Section and Project Management, establishing an environmental and social section and enhancing 
management capabilities of nonrevenue water Management Section. Enhanced institutional capabilities 
will improve the efficiency and effectiveness of NWSDB's operations. It will result in economy in 
its operations and enhanced capabilities to provide greater service to customers.
