TA-8886 REG: Due Diligence and Capacity Development of Potential and Existing Trade Finance Program Banks

The Technical Assistance (TA) under which this assignment will be funded will support the Trade 
Finance Program (TFP) of the Asian Development Bank (ADB) in assessing its risk on obligor banks on 
an ongoing basis while increasing the capacity of ADB’s developing member countries (DMCs) to 
attract and retain trade finance credit lines from the private sector. This is achieved primarily 
through financial analysis and due diligence of DMC banks. The TA will also deliver in-country 
seminars to disseminate information about what has been learned through the analysis and due 
diligence process. This information will be valuable for DMC banks and regulators to seek 
improvements in their banking sector, which will help attract more trade finance lines from the TFP 
and international banks and investors.

This assignment is designed to (i) conduct financial analysis and due diligence on potential 
partner banks in the TFP and annual reviews of existing TFP partner banks to determine if DMC banks 
are suitable for (ongoing) participation in the TFP; (ii) conduct due diligence on potential TFP 
risk distribution partners and annual reviews of existing TFP risk distribution partners; (iii) 
conduct due diligence on potential TFP risk participation partners and annual reviews of existing 
TFP risk participation partners; (iv) identify capacity gaps that impede DMC banks from maintaining 
and accessing trade finance credit lines from ADB and international banks and/or investors; (v) 
through the lead consultant or team leader, coordinate field work with the TFP to ensure that all 
required banks and countries are visited and analyzed within specified annual review periods; and 
(vi) conduct knowledge sharing seminars for wider audiences in DMCs.
