The purpose of this RFP is to enter into a contractual agreement with a successful bidder to engage with community traditional and religious leaders for improving equitable access to quality and comprehensive services to support implementation of Zimbabwe’s commitment to the UN Global Strategy for Women’s and Children’s Health, H4+.
With this request for proposal UNAIDS seeks to partner with and provide support to a local organisation to:
(1) Establish and document in six districts a self-sustaining and replicable model for local traditional and religious leaders to partner with other community actors to organise local communities to identify and find solutions around issues of concern in relation to RMNCH-A and HIV (building on evidence and experience from a previous phase of H4+ supported work in 2014-2015 on mobilising traditional and religious leaders in selected communities ), 
(2) Inform sound national strategy development on the basis of this model; 
(3) Identify and support innovative strategies to increase community demand for, engagement with and utilization of integrated HIV and RMNCH-A services at the district/facility level, including through joint programming and novel campaigning and networking strategies. 

In line with national commitments to “leave no one behind” the project should place particular emphasis on engagement of marginalized and neglected people and groups within the community including hard-to-reach communities in remote districts as well as those most affected by HIV.
