Objective and Purpose of the Assignment
   
The Department of Public Health-National AIDS Programme (NAP) is implementing the Asian Development Bank 
(ADB) funded Capacity Building for HIV/AIDS Prevention Project aimed at strengthening HIV responses in 
economic corridors and areas affected by large scale infrastructure development. The project is to be 
completed by December 2017. 
Scope of Work
   
To support the NAP, ADB is recruiting an international Project Management/Procurement Specialist to 
provide overall project management expertise in support of the Project Director and to establish the 
systems for and oversee the conduct of the procurement responsibilities assigned to the PMU. 

The duration of the contract is for 12 person-months, with a probationary period of 2 person-months.

Detailed Tasks and/or Expected Output
   
Specific responsibilities/tasks will include but limited to: 

(i)	Work under the guidance and direction of project director and assist him/her with all aspects of the 
project management/procurement requirements.
(ii)	Guide and manage all activities to establish a functioning PMU, including assist the IA to recruit 
and contract the national consultants in accordance with ADB’s Guidelines on the Use of Consultants 
(2013, as amended from time to time), and the engagement of the administrative support staff to be 
funded from the project funds.  
(iii)	Work collaboratively with the international specialists that have a direct or linked role in the 
project activities, including with UNAIDS as the policy partner and the associated ADB projects and 
coordinate the delivery of the agreed linked activities to review and establish local needs assessments 
for HIV prevention and treatment services improvements, and the development of the Township Plans in the 
five project locations.   
(iv)	Support the IA through the inception period and ensure all inception actions are completed in an 
appropriate manner and on time (up to 6 months).  This will, as minimum, include reviewing and adapting 
the overall project implementation plan, and ensuring the procurement is done in time to support the 
base-line data collection and the development of the overall project M&E plan.  
(v)	Oversee the management of the project imprest account with a bank agreed with the ADB, and work with 
the international financial specialists and national experts to ensure all ADB financial accounting 
standards are maintained.  

(vi)	Lead the establishment of a system and processes to operate ADB procurement within the PMU, 
including: 
•	arrange for periodic training to be delivered by ADB (OSFMD) and work with ADB to ensure project 
procurement meets ADB requirements.  
•	adapt ADB procurement manuals for local use and provide ongoing training to PMU staff and designated 
government officials as necessary to build capacity to manage an ADB procurement program independently 
by the end of Phase 1.  
•	lead a consultative process to develop an integrated procurement plan for the project and review it 
each 6 months.   
•	oversight the Phase 1 procurement activities and ensure all contracts are established in a timely 
manner (except for the initial direct ADB contracting under Phase 1)
•	provide support as required to the implementation partners for components 1 and 2 in the management of 
procurement of local NGO/CBO and other local firms for supporting service delivery activities to guide 
conformity with ADB procurement guidelines.
•	assist the MOH/DOPH in the planning and management of the procurement for the implementation of the 
civil works program and the equipping and supply of the new and renovated facilities
•	assist the IA to work with the ADB Review Missions to assess the readiness for the project 
transitioning to Phase 2, and support the IA in establishing the novation of relevant contracts, or to 
undertake tendering to establish any new contracts as may be deemed necessary in Phase 2
•	in Phase 2, continue to offer guidance for procurement appropriate within the context of supporting 
the IA to assume its own management and control of procurement.

(vii)	Assist the project director to monitor the compliance with covenants contained in the JFPR Letter 
of Agreement and the contracts with INGOs and civil works contractors on a regular basis. 
(viii)	Support the IA and THDs in ensuring the application of the Gender Action Plan and the Ethnic 
People’s plan. Including ensuring consistent application of the plans across all components and all 
Township Locations.  
(ix)	Manage the office administration staff in the operational management of various project activities, 
including ensure appropriate logistics support to the delivery of training workshops, 
seminars/conferences, and planning meetings and delivery of project funded equipment, supplies or other 
relevant materials and services.
(x)	Perform other tasks and submit relevant reports as required. 
Minimum Qualification Requirements
   
Post Graduate qualifications from an international standard university at Master level or above in a 
relevant health or social sector field, or in economics.  At least 10 years of relevant experience in 
senior project management roles, with at least 5 years being in ODA project management in Asian 
countries.  Relevant experience in Myanmar is an advantage but is not a mandated requirement.  Prior 
experience in ADB procurement management is essential.  Experience in delivery of training workshops is 
an advantage.  Ability to prepare project reports in English essential.  Some skills in local Myanmar 
language also an advantage but not a requirement.
