The United States Agency for International Development, Regional Services Center (RSC), Budapest, intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Albania, in anticipation of the procurement of a cost plus fixed fee completion contract that will implement a five year project entitled the "Enabling Equitable Health Reforms" in Albania.

Key system-level factors/challenges limit the capacity of the Albanian Health Care system to provide quality care to its citizens, especially the poor. Those factors are: A disconnect between the de jure and de facto legal frameworks; unresolved funding issues for the Health Sector; questionable financial sustainability; weak management structure; Informality and corruption.

To successfully address these challenges, it is essential that the GoA's steps to reform its health sector should aim to installing a culture of lawfulness. EEHR will adapt a comprehensive approach to help Albania move forward with its reform agenda. It is designed to contribute to the overarching goal of improving access of health services for the poor by a) helping remove the existing barriers and constraints to a responsive health care system for all Albanians, especially the poor, and b) field testing approaches and tools that define a feasible package of reforms. Moreover  this activity will be adopting a horizontal institutional approach to the reforms and will be implemented by working closely with the Albanian institutional players, stakeholders and donor organizations, particularly with the WHO and WB to: identify their institutional concerns/issues/objections/constraints; establish a consensus among the parties regarding feasible approaches; develop implementation/action plans and tools that address these issues;  integrate sub laws, regulations and policies into health service operations; field test implementation of the action plans and the tools at the regional level; and use the lessons learned at the regional level to adopt national level reforms.

The five year project will develop the operational plans, enabling legislation, and enforcement measures needed to facilitate, guide and inform national implementation of GoA health reforms. Field tests of implementation approaches and reform tools in pilot region(s) will help define the parameters, priorities and effective means of application to improve and expand health services for the poor at the regional level. The design and results of the field tests will help narrow the agenda to a feasible set of priority actions that will have the greatest impact nationally.

This will be a full and open competition and the procedures set forth in FAR Part 15 shall apply.

The small business size standard is $7 million.

In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation will be posted herewith at FEDBIZOPPS web page (www.fedbizopps.gov) on or about April 22, 2010, or not less than fifteen (15) days after this notice is issued.
