Description
Linked to PIN 7367 The UK Department for International Development (DFID) announces a potential procurement of services in the near future to manage a multi-year monitoring and evaluation system that enables iterative learning and generation of evidence for a Humanitarian and Resilience Programme in South Sudan (HARISS). The HARISS programme will be focused on the 3 States of Greater Upper Nile region of South Sudan and is anticipated to start in early 2016 and to last for 4 years. The expected outcomes of this programme include: reduced vulnerability of people in need; improved capacity of the most vulnerable populations to withstand and adapt to disasters and shocks (including climate change induced stresses and shocks). This monitoring and evaluation component will form the third cornerstone of the programme. The services required will include development of innovative and flexible methods of enabling feedback and broader accountability to the crisis-affected population. The service provider will be expected to build capacity of partners’ M&E systems, commission targeted research, impact evaluations and peer reviewed journal articles as relevant. Knowledge management including dissemination of relevant findings and evidence of what works well and value for money analyses in the rapidly changing context of conflict-affected areas of South Sudan will be expected. Collaboration with academia, public and/or private sector research companies or organisations is encouraged
