Objective and Purpose of the Assignment
   

The Department of Public Health (DoPH) National AIDS Programme (NAP) is implementing the Asian Development Bank (ADB) administered and the Japan Fund for Poverty Reduction (JFPR) funded Greater Mekong Subregion (GMS) Capacity Building for HIV/AIDS Prevention Project aimed at strengthening HIV responses in economic corridors and areas affected by large scale infrastructure development. The project is to be completed by June 2018. The purpose of the assignment is to provide the project with project coordination - communications, liaison & logistics services.

Scope of Work
   

The PMU Project Coordinator (PC) will provide overall project coordination expertise in support of the Project Director (PD) the NAP Project Management Unit (PMU), the NAP teams, and Implementing Agencies (IAs - UNAIDS and INGO-LNGOs) based in Yangon and in the five project Townships. The duration of the contract is for 16 person-months with a probationary period of 2 person-months and with a possible contract extension.

Detailed Tasks and/or Expected Output
   

Specific responsibilities/tasks will include; • Working under the guidance and direction of the PMU Project Director (PD) assist the PMU with all aspects of project coordination, communications, liaison & logistics. • Act as the PMU’s focal point and coordinate with other relevant DoPH-MoHS departments to exchange information and expedite approval processes for the PMU and its partner organizations UNIADS & INGOs) where appropriate and when enquired through the office of the PMU PD. • Act as the primary focal point for regular communications between the PMU and NAP township teams and AIs and vice versa and act as the PD’s PMU representative where authorized and necessary. Assist the PD and PMU prepare project memos, note sheets, notices and letters and facilitate proper recording, registration and filing of these documents (soft and hard copies). • Assist the NAP and PMU facilitate and moderate project supported workshops, seminars and meetings. • Coordinate and organize project meetings and prepare meeting agendas and other documents. Keep accurate records of all meetings and circulate minutes to relevant parties. • Provide executive meeting and administration support to the Project Steering Committee (PSC) or its equivalent, and the Procurement Review and Vid Evaluation Committees when they convene meetings from time to time. • With support from the Project Field Officer, assist and coordinate project-planning activities between the PMU, NAP teams and IAs in the five project townships. Project planning will be completed through the use of Quarterly Work Plans and individual Project Activity Plans and input is required for both. • With assistance from the National Financial Management Specialist and Roving Accountant, create a tracking system for monitoring the status of approvals and follow up to secure and expedite PMU approvals. • Develop and maintain a stakeholder and project communications plan to ensure the efficient and free flow of project information between all project participants. Keep all participants updated with information related to project review missions, field trips and circulation of project reports. • Coordinate and assist with the organization of higher-level project supported seminars and workshops in Nay Pyi Taw and the project’s five Townships. Create and distribute event specific information materials as well as support management of these events. • Support PMU-NAP teams capacity development trainings delivered by PMU consultants and other trainers by providing logistics and translation support when required. • Oversee and deliver logics support relating to PMU travel between Nay Pyi Taw, Yangon and the five project sites and vice versa. Provide travel and logistics support for ADB-GoM-MoHS project review missions and other official ADB-GoM-MoHS missions as needed. • Accompany the PMU and IAs to the field as needed and provide translation services for international and ADB staff. Facilitate the translation of documents form English to Myanmar languages and vice versa to support international staff when required. • Work with project financial management staff to ensure proper liquidation, acquittal and recording of travel and other expenses incurred as a result of travel. • Contribute to written outputs of the project including the PMU’s weekly, Quarterly Progress Reports, annual project reports and presentations to stakeholders. • Complete other tasks reasonably assigned.

Minimum Qualification Requirements
   

• • A university degree in public administration, public health, social science, management, health or similar academic background. <br> • Minimum of 5 years general experience and 3 years professional experience in a field, which demonstrates the ability to negotiate and coordinate programmes or projects. <br> • Programme or project management experience would be an asset. • A good understanding of the Ministry of Health and Sport (MoHS) structures and experience in communications with government departments and agencies is essential. • Demonstrated leadership and ability to engage and work constructively with Government and NGO partners. • Excellent interpersonal, presentation, facilitation, oral and written communication skills in<br>English and Myanmar languages. • Proficiency in all standard Microsoft Office applications. <br> • Strong report writing skills. <br> • Excellent interpersonal, presentation, facilitation, oral and written communication skills in<br>English and Myanmar languages. • Proficiency in all standard Microsoft Office applications. <br> • Strong report writing skills. <br>
