The Federal Republic of Nigeria has received a loan from the International Development Association (IDA) in various currencies towards the cost of Anambra State Nigeria Erosion and Watershed Management Project (ANS-NEWMP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of Reclamation, Channelization and Remediation Works at 4 Sites in Anambra State- Phase 2
The Anambra State Nigeria Erosion and Watershed Management Project now invites sealed bids from eligible bidders for the Construction of Reclamation, Channelization and Remediation Works at 4 Sites in Anambra State - Phase 2 listed below in Anambra State ("the Works").

Lot 1:

 i. Nnewi-Ichi: Nnewi-Ichi Erosion Site is located in Nnewi North Local Government Area (LGA). The main access to the gully tail is from Awka-Onitsha Old Road. The gully head is located at 269817.698E and 668758.172N. The location is shown in Drawing No 5115005-ENM-DDW00002 in the Book of Drawings. The gully has an approximate length of 2.902km and gully area of 29.8ha.

 ii. Ojoto: The Ojoto Erosion Site is located in Ojoto Township, within the Idemili South Local Government Area (LGA). The main access to the gully head is through the local feeder road and the tail is accessible from Ojoto Road. The gully head is located at 266844.925E and 673740.495 N. The location is shown in Drawing No DDW04415 in the Book of Drawings. The gully has an approximate length of 2.57km and gully watershed area is about 19.8ha.

Lot 2:

 i. Ire-Obosi: The Ire-Obosi Erosion Site is located in Obosi township, within the Idemili North Local Government Area (LGA). The main access to the gully head is from Obosi Road. The gully head is located at 259729.485E and 676219.551N. The location is shown in Drawing No DDW03100 in the Book of Drawings. The gully has an approximate length of 2.114km and gully watershed area of 14.8ha.

 ii. Nkpor Flyover: The Nkpor Flyover Erosion Site is located in Onitsha Township, within the Idemili North Local Government Area (LGA). The main access to the gully head is from Onitsha – Awka Expressway. The site location at 259694.386E and 680564.525N. The Nkpor Flyover Erosion Site is in Drawing No DDW01100 in the Book of Drawings. The gully has an approximate length of 1.408km including the finger gullies and the gully watershed area is about 9.6ha.

The construction works is for Twenty-Four (24) calendar months and shall include but not limited to the following:


a) Interception of storm and waste water causing the gully formation to be safely discharged into the nearest waterway; Idemili River for Nnewi-Ichi; Ogogo Itobdo River for Ojoto; Nkisi River for Nkpor Flyover and Idemili River for Ire-Obosi.
b) Prevention of further development of gullies.
c) Stabilization of the Gully Beds and Banks.
d) Re-establishment of links between households/communities in the area.

Qualified domestic bidders may be eligible to receive a margin of preference of 7.5 percent in Bid evaluation.

To be eligible for the construction works, bidders must meet the following criteria:

 i. Have a general construction experience of at least Ten (10) years with a minimum of Two (2) contracts of minimum value for Lot 1: N5.4B (USD18M) and Lot 2: N3.9B (USD13M) in gully erosion control and related works.
 ii. Demonstrate that it has access to or has available liquid asset to meet a cash flow requirement for Lot 1: N1.3B (USD3.8M) and Lot 2: N819M (USD 2.7M)
 iii. Have no history of court/arbitral award decisions at least for the past Five (5) years.
 iv. Evidence of firm's corporate registration with appropriate authority in Nigeria or oversea.
 v. Audited account for the past Five (5) years.
 vi. Bids will be considered per Lot. Bidders may quote for one or more complete Lots, as bids will be evaluated and awarded on a lot-by-lot basis or combination of lots, whichever results to be most economical to the project. Bids for part of a Lot will be considered non-responsive.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's
Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers revised January 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

Interested eligible bidders may purchase a complete set of bidding document in English Language upon the submission of a written application on bidder's letterhead to the address below and payment of a non-refundable fee of
Fifty Thousand Naira (N50,000) or Two Hundred US Dollars (US$200.00) only PER LOT. The method of payment will be by Certified Bank Cheque in favour of "Anambra State Nigeria Erosion and Watershed Management Project". The Bidding documents can be collected at the address below or may be sent by courier upon additional payment of One Hundred and Fifty US Dollars (US$150) only to the same beneficiary. The demand draft should be accompanied by a letterhead of the desirous party requesting for transmittal of the documents giving reference to the "IFB Number" and "Title" of the bid.

Bids must be delivered to the address below on or before 1
2:00 noon local time on April 18, 2017. Electronic bidding will not be permitted.

Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who wishes to attend at the address below. All bids must be accompanied by a security of not less than the amount stated in the table above for each lot.
